Audit Advisory Committee
April 03, 2025
The Audit Advisory Committee of the City of Orange, California convened on Thursday, April
3, 2025, at 5:30 p.m. in a Special Meeting in the Weimer Room, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Committee Chair Carolyn Cavecche called the meeting to order at 5:33 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Committee Chair Carolyn Cavecche
1.2 ROLL CALL
Present: Brown, Cavecche, Horton, Grampp, Li, Schroeder, Smith, and Wilterink
Absent: None
Commissioner Li joined the meeting at 5:54 p.m.
2. COMMITTEE BUSINESS
2.1. Review of the Proposed Financial Management Policies
Finance Director Nguyen presented the staff report. Committee Members provided
their input.
2.2. Review of the City's Annual Comprehensive Financial Report (ACFR) and Prop
218 as brought before the City Council
Finance Director Nguyen provided a brief staff report. During discussion, the
Committee decided to pair up to review several years of the ACFR as assigned by the
Finance Director. Research will done in the Finance office. The Committee will present
their findings to Council at the June 10, 2025, meeting.
In response to the Committee's questions, Ms. Nguyen confirmed the Grand Jury did
not have any concerns with the street sweeping fund balance.
3. AUDIT RESULT
3.1. FY 2023-24 Audit Results
Assistant Finance Director Pham provided a brief report on the FY 2023-24 audit
results.

There being no further business, the meeting was adjourned at 7:02 p.m.
The next Regular Audit Advisory meeting will be held on Thursday, October 2, 2025, at
5:30 p.m., in the Weimer Room.
