NOTICE OF PUBLIC HEARING
AMENDMENT TO CITY’S MASTER FEE SCHEDULE
ESTABLISHING AN ANNUAL PERMIT FEE AND FINES
FOR THE TOBACCO RETAILER PERMIT PROGRAM
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing at a
Regular Meeting of the City Council on Tuesday, July 22, 2025, at 6:00 p.m., or as soon thereafter as the
matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue, Orange to consider the
following proposal:
SUBJECT:The City proposes adding fees and administrative citation fines related to the annual Tobacco
Retailer Permit Program to the City’s Master Fee Schedule, in accordance with Ordinance No. 12-25.
ENVIRONMENTAL INFORMATION:The establishment of fees and fines is not a project under the
California Environmental Quality Act (CEQA) as defined in Section 15378 of the CEQA Guidelines.
All interested persons may be heard on any relevant matter relating to the proposed action by mail, email,
voicemail, or in-person as set forth in the July 22, 2025, City Council agenda. To obtain further information

If you challenge any decision of the City Council in court, you may be limited to raising only those issues
you or someone else raised at the public hearing described in this notice, or in written correspondence
delivered to the City Council at, or prior to, the public hearing.
