A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE, CALIFORNIA, APPROVING THE
CITY'S APPLICATION, PROJECTS,AND ALL OTHER
DOCUMENTS NECESSARY TO FACILITATE THE
UNITED STATES ENVIRONMENTAL PROTECTION
AGENCY BROWNFIELD ASSESSMENT COALITION
GRANT SECURED THROUGH THE ORANGE
COUNTY COUNCIL OF GOVERNMENTS.
WHEREAS, in November 2023, the City of Orange submitted a letter of commitment to
participate as coalition member with the Orange County Council of Governments as a part of its
effort to secure funding through the Environmental Protection Agency's Brownfield Assessment
Coalition Grant(Brownfield Grant); and
WHEREAS, the Orange County Council of Governments executed a Cooperative
Agreement with the Environmental Protection Agency in June 2024; and
WHEREAS, through the execution of a Memorandum of Agreement, the City of Orange
in collaboration with the Orange County Council of Governments (OCCOG), OCCOG's
consultant,and the cities of Garden Grove and Santa Ana have identified eligible sites and projects
that may be funded through the Brownfield Grant; and
WHEREAS, specific to the City of Orange, two projects have been identified; and
WHEREAS,these two projects include funding for the Grijalva Park Masterplan Update
and a market feasibility analysis for Yorba Park; and
WHEREAS, scopes of work for both projects have been developed; and
WHEREAS, prior to proceeding any further, this resolution seeks to memorialize the
Orange City Council's approval of both projects, the respective scopes of work, and any other
documents necessary to formerly accept Brownfield Grant funds to complete said projects.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
SECTION I:
The City Council approves of the Brownfield Grant application, the proposed projects,
scopes of work, and all other Brownfield Grant documents necessary to participate in the
Brownfield Grant program and to secure funding to complete the Grijalva Park Masterplan Update
and Market Feasibility Analysis for Yorba Park.
SECTION II:
The City Council authorizes its City Manager to execute all documents associated with the
Brownfield Grant.
SECTION III:
That this resolution shall take effect immediately upon its adoption by the City Council,
and the City Clerk shall certify the vote adopting the resolution.
