MINUTES
City of Orange
Planning Commission
March 17, 2025
The Planning Commission of the City of Orange, California convened on March 17, 2025, at
5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Vejar called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Commissioner Vazquez led the flag salute.
1.2 ROLL CALL
Present: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar
Absent: None
2. PUBLIC COMMENTS
The following spoke about a project located on Grovewood Lane:
Laura Sandoval, Hwacnkang Kang, Kate Bonnaud, Laura Thomas, Jim Jackman,
David Kang, David Sandoval and Patty Frick.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.
3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular
Meeting held on February 20, 2025.
ACTION: Approved the minutes as presented.
Approval of the Consent Calendar
A motion was made by Vice Chair Leslie, seconded by Commissioner Martinez, to
approve the Consent Calendar. The motion carried by the following vote:
Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Vejar
Noes: None
Absent: None

4. COMMISSION BUSINESS
4.1. General Plan Annual Progress Report to the State of California.
A motion was made by Commissioner Maldonado, seconded by Commissioner Tucker,
to receive and file the 2024 General Plan Annual Progress Report. The motion carried
by the following vote:
Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Velar
Noes: None
Absent: None
5. PUBLIC HEARINGS
5.1. Public Hearing to consider a request to increase the maximum capacity of
students at an existing day care center on a church campus located at 250 S.
Prospect Street and finding of CEQA Exemption (Conditional Use Permit No.
3235).
A motion was made by Commissioner Vazquez, seconded by Commissioner
McCormack, to continue Item 5.1 to the April 7, 2025, Regular Planning Commission
meeting. The motion carried by the following vote:
Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Velar
Noes: None
Absent: None
5.2. Public Hearing to consider an ordinance establishing Single Room Occupancy
housing as a permitted land use for certain qualifying properties and finding of
CEQA exemption.
A motion was made by Commissioner Maldonado, seconded by Vice Chair Leslie, to
continue Item 5.2 to the April 21, 2025, Regular Planning Commission meeting. The
motion carried by the following vote:
Ayes: Leslie, Martinez, Vazquez, Maldonado, Tucker, McCormack, and Velar
Noes: None
Absent: None
6. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:05 p.m.
The next Regular Planning Commission Meeting will be held on Monday, April 7, 2025,
at 5:30 p.m., in the Council Chamber.
