Planning Commission
April21,2025
The Planning Commission of the City of Orange, California convened on April 21, 2025, at
5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
OPENING/CALL TO ORDER
Chair Vejar called the meeting to order at 5:35 p.m.

All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.
Approval of meeting minutes of the City of Orange Planning Commission Regular
Meeting held on April 7, 2025.
ACTION: Approved minutes as presented.
Time extension for Street Lights Mixed-Use Apartment Development located at
840 The City Drive South.
ACTION: Approved item as presented.
Approval of the Consent Calendar
A motion was made by Commissioner lvlartinez, seconded by Vice
approve the Consent Calendar. The motion carried by the following vote:

A motion was made by Commissioner Martinez, seconded by Commissioner
McCormack to:
1 . Adopt Plannrng Commission Resolution No. 16-24 recommending the City Council
adopt an Ordinance amending Title '17 of the Orange Municipal Code to allow
Single-Room Occupancy housing as a permitted use in certain zoning distrlcts and
related definitions and development standards.
2- Find the ordinance categorically exempt from the California Environmental Quality
Act (CEaA) per State CEQA Guidelines Sections 15061(b)(3) and '15378.

A motion was made by Commissioner Martinez, seconded by Commissioner Leslie to:
1. Adopt Planning Commission Resolution No. PC 03-25 recommending that the City
Council adopt an Ordinance amending Title 17 of the Orange lvlunicipal Code to
update the number of chickens permitted on residential properties and setback
requirements and amended language as provided by staff.
2. Find the ordinance categorically exempt from the California Environmental Quality
Act (CEaA) per State CEQA Guidelines Sections 15061(bX3) and 15378.
The motion carried by the following vote:
Ayes: Leslie, lvlartinez, Maldonado, McCormack, and Veiar
