The City Council of the City of Orange, California convened on Tuesday, April 8, 2025, at 4:30
p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
4:30 PM CLOSED SESSION
1. CALL TO ORDER
Mayor pro tern Bilodeau called Closed Session to order at 4:31 p.m.
1.1 ROLL CALL
Present: Bilodeau, Barrios, Dumitru, Gutierrez, Tavoularis, Gyllenhammer, and Slater
Absent: None
Councilmember Gutierrez joined Closed Session at 4:33 p.m., Mayor Slater joined
Closed Session at 4:45 p.m., and Councilmember Barrios joined Closed Session at
4:56 p.m.
2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS
None
3. RECESS TO CLOSED SESSION
The City Council recessed to Closed Session at 4:32 p.m. with all Members present,
except Councilmember Gutierrez who joined Closed Session at 4:33 p.m., Mayor
Slater who joined Closed Session at 4:45 p.m., and Councilmember Barrios who joined
Closed Session at 4:56 p.m., to discuss the following:
a.CONFERENCE WITH LABOR NEGOTIATORS
Pursuant to Government Code Section 54957.6
City Negotiators: Tom Kisela, City Manager; Monica Espinoza, Human Resources
Director
Employee Organizations: Orange Management Association, Orange Municipal
Employees' Association, Orange Maintenance and Crafts Employees' Association, and
International Brotherhood of Electrical Workers (IBEW) Local 47
