NOTICE OF PUBLIC HEARING
ZONING ORDINANCE AMENDMENT
SINGLE-ROOM OCCUPANCY HOUSING
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing at a Regular Meeting of the City Council on Tuesday, June 10, 2025, at 6:00 p.m., or as
soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue,
Orange, to consider the following request:
SUBJECT:An ordinance amending Title 17 (Zoning Ordinance) of the Orange Municipal Code
to allow Single-Room Occupancy Housing as a permitted land use in certain zoning districts, and
establishes standards, provisions, and limitations governing the permitting, development, siting,
and management of Single Room Occupancy housing units.
APPLICANT: City of Orange
LOCATION:Eligible hotels/motels with 30 rooms or less and office buildings of 5,000 square
feet or less as specified in the attached map.
ENVIRONMENTAL INFORMATION:The proposed project is not subject to the provisions of
the California Environmental Quality Act (CEQA) pursuant to (1) Section 15061(b)(3) of the state
CEQA Guidelines (Common Sense Exemption) because it can be seen with certainty that there is
no possibility that it would have a significant effect on the environment; and (2) Section 15378
because it will not have a direct or reasonably foreseeable indirect physical change on the
environment and is not a "project." For this reason, no further CEQA documentation is required.
