NOTICE OF PUBLIC HEARING
ZONE CHANGE NO. 1267
GENERAL PLAN CONSISTENCY FOR
HISTORIC CYPRESS BARRIO NEIGHBORHOOD
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing at a Regular Meeting of the City Council on Tuesday, May 13, 2025, at 6:00 p.m., or as
soon thereafter as the matter may be heard, at the City Council Chamber, 300 E. Chapman Avenue,
Orange to consider the following request:
SUBJECT: Rezoning of certain properties in the historic Cypress Barrio neighborhood to
Residential Single Family to establish consistency with the Low Density Residential General Plan
land use designation.
APPLICANT: City of Orange
LOCATION: Certain properties (see maps) on the:
300-400 Blocks of North Cypress Street (east side)
300 Block of North Lemon Street (west side)
400 Block of North Lemon Street (east and west sides)
500 Block of North Lemon Street (west side)
300 Block of North Olive Street (east side)
400 Block of North Olive Street (east and west sides)
100 Block of West Palm Avenue (north side)
100-300 Blocks of West Sycamore Avenue (north side)
300 Block of West Sycamore Avenue (south side)
100-300 Blocks of West Walnut Avenue (north and south sides)
400 Block of West Walnut Avenue (south side)
ENVIRONMENTAL INFORMATION: Final Program Environmental Impact Report (EIR) No.
1815-09 for the Comprehensive General Plan Update was certified on March 9, 2010 and prepared
in accordance with the California Environmental Quality Act (CEQA). The proposed activity is
within the scope of the previously approved General Plan and is adequately described in the
previously certified General Plan Program EIR for purposes of CEQA.

any relevant matter relating to the proposed action by mail, email, voicemail or in-person, as set forth
