Chapman Avenue, Orange, California. 5:00 PM CLOSED SESSION 1. CALL TO ORDER Mayor Slater called Closed Session to order at 5:01 p.m. 1.1 ROLL CALL Present: Bilodeau, Barrios, Gutierrez, Tavoularis, Gyllenhammer, and Slater Absent: Dumitru 2. PUBLIC COMMENTS ON CLOSED SESSION ITEMS None 3. RECESS TO CLOSED SESSION The City Council recessed to Closed Session at 5:03 p.m. with all Members present, except Councilmember Dumitru who was absent, to discuss the following: Items 3(a) and (b) were removed from the agenda and not discussed. a.CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Government Code Section 54956.9. (One potential case) b.CONFERENCE WITH LEGAL COUNSEL— EXISTING LITIGATION Pursuant to Government Code Section 54956.9(a) & (d)(1)— One case Name of Case: Mark Blickhahn v. Ana Cadman, et al. The Council reconvened in Closed Session at 8:23 p.m. with all Members present, except Councilmember Dumitru who was absent. 4. CLOSED SESSION REPORT None 5. OPENING/CALL TO ORDER Mayor Slater called the meeting to order at 6:07 p.m. 1.1 INVOCATION Given by Reverend Nicky Stade from Refuge OC. 1.2 PLEDGE OF ALLEGIANCE Led by Councilmember John Gyllenhammer. 1.3 ROLL CALL Present: Bilodeau, Barrios, Gutierrez, Tavoularis, Gyllenhammer, and Slater Absent: Dumitru 1.4 ANNOUNCEMENTS None 1.5 REPORT ON CLOSED SESSION ACTIONS Interim City Attorney Winthers reported that Closed Session recessed at 6:00 p.m. Council will reconvene in Closed Session after the Regular Session. 2. PUBLIC COMMENTS Public Speakers: Greg Arrowsmith spoke about the importance of the California Brown Act. Page 2 of 5 City Council Minutes March 25,2025 Public Speakers (continued): John Nelson commented on the street sweeping fee structure. Sean Chavarria invited the Council and community to the Rotary Clubs of Orange 2025 Police & Fire Awards Luncheon on Thursday, May 1, 2025. Written Public Comment Janice Brownfield emailed about the harmful effects of air pollutants. 3. CONSENT CALENDAR All items on the Consent Calendar are considered routine and are enacted by one motion approving the recommended action listed on the Agenda. Any member of the City Council, staff, or the public may request an item be removed from the Consent Calendar for discussion or separate action. Unless otherwise specified in the request to remove an item from the Consent Calendar, all items removed shall be considered immediately following action on the remaining items on the Consent Calendar. 3.1. Waive reading in full of all ordinances on the Agenda. ACTION: Approved. 3.2. Approval of minutes of the City of Orange City Council Regular Meetings held on February 25 and March 11, 2025. ACTION: Approved minutes as presented. 3.3. First Amendment to Agreement with Willdan Engineering for on-call building services. ACTION: Approved amendment to the agreement with Willdan Engineering in the amount of $305,000, for a total not-to-exceed amount of $405,000, for on-call building services; and authorized the Mayor and City Clerk to execute on behalf of the City. 3.4. Second Reading and adoption of an Ordinance of the City Council of the City of Orange repealing and replacing Chapter 10.10 of the Orange Municipal Code pertaining to bicycles. Ordinance No. 05-25 . ACTION: Adopted Ordinance No. 05-25. Approval of the Consent Calendar A motion was made by Councilmember Gutierrez, seconded by Councilmember Barrios, to approve the Consent Calendar as presented. The motion carried by the following vote: Ayes: Bilodeau, Barrios, Gutierrez, Tavoularis, Gyllenhammer, and Slater Noes: None Absent: Dumitru END OF CONSENT CALENDAR 4. AB 1234 REPORTS None Page 3 of 5 City Council Minutes March 25,2025 5. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS 5.1. Appointments to the Investment Advisory Committee. (Continued from February 25, 2025) A motion was made by Councilmember Tavoularis, seconded by Councilmember Gyllenhammer, to appoint Brian Beelner, Mark Mittmann, Paul Mittmann, Jordan Prell, and Richard Madrigal to the Investment Advisory Committee for two-year terms respectively ending June 30, 2027. The motion carried by the following vote: Ayes: Bilodeau, Barrios, Gutierrez, Tavoularis, Gyllenhammer, and Slater Noes: None Absent: Dumitru 6. ADMINISTRATIVE REPORTS 6.1. Orange Police Department 2024 Crime Report/General Overview. Interim Police Chief Dan Adams presented the 2024 Orange Police Department Annual Report. The report was received and filed. 6.2. First Amendment to Agreement for Employment with City Manager Thomas C. Kisela to revise the termination and severance. A motion was made by Councilmember Gyllenhammer, seconded by Councilmember Tavoularis, to approve the First Amendment to Agreement for Employment with City Manager Thomas C. Kisela; and authorize the Mayor and City Clerk to execute on behalf of the City. The motion carried by the following vote: Ayes: Bilodeau, Barrios, Gutierrez, Tavoularis, Gyllenhammer, and Slater Noes: None Absent: Dumitru 6.3. Status of the Fiscal Year 2024-2025 budget. Finance Director Trang Nguyen and Budget Manager Michelle Kresan provided the status of the current fiscal year (FY 25) budget including reports on expenditures, revenues, year end estimates, and estimated fund balance at June 30, 2025. A motion was made by Councilmember Barrios, seconded by Councilmember Gutierrez, to: 1) Receive and file report. 2) Authorize the continuing appropriation of$119,433.27 to the following accounts: a. 100.3023.51840.20234 Local-Training Santa Ana College $113,468.02 b. 220.5022.53001.20536 Materials and Supplies-Bev FY23 $4,365.25 c. 100.2016.53340.19322 Craft Supplies - Patron Donations $250 d. 100.2016.53340.19986 Craft Supplies - Patron Donations $1,350 3) Authorize the transfer of $176,328 from the unreserved fund balance of the Major Building Improvements Fund (725) to the General Fund (100) unreserved fund balance. STUDY SESSION 7.1. First Budget Study Session for the Fiscal Year 2025-26 General Fund Budget. Finance Director Nguyen and Budget Manager Kresan provided an overview of the proposed General Fund revenues and expenditures. Council discussed implementing a credit card convenience fee and ways any additional funds could be used including the possibility of a scaled down 3rd of July event. After further discussion, staff confirmed the event was not included in the proposed budget and there was not enough time for staff to plan the event safely. The report was received and filed. Council recessed at 8:23 p.m. and reconvened in Closed Session at 8:25 p.m. with all Members present, except Councilmember Dumitru who was absent. Council reconvened in Open Session at 9:23 p.m. with nothing to report. 8. ADJOURNMENT There being no further business, the meeting was adjourned at 9:23 p.m. The next Regular City Council meeting will be held on Tuesday, April 8, 2025, at 6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if necessary.
