SPECIAL NOTICE REGARDING CORONAVIRUS (COVID-19)
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N -29-20
(superseding the Brown Act related provisions of Executive Order N -25-20 issued on March 12, 2020),
which allows a local legislative body to hold public meetings via teleconferencing and to make public
meetings accessible telephonically or otherwise electronically to all members of the public seeking to
observe and to address the local legislative body. Pursuant to Executive Order N -29-20, please be
advised that some, or all, of the City of Orange Design Review Committee Members and staff will
participate in meetings via teleconference.
In response to the Governor ’s Executive Orders, and to ensure the health and safety of our residents
by limiting contact that could spread the COVID -19 virus, there will be no members of the public in
attendance at Design Review Committee meetings, except to provide in -person Public Comment as
outlined below.
PUBLIC PARTICIPATION
In place of in-person attendance, the Design Review Committee meeting may be viewed in one of the
following ways: Spectrum Cable Channel 3 and AT&T U-verse Channel 99, or streamed live and
on-demand on the City’s website at www.cityoforange.org.
1) Public Comments via e-mail or eComment
Members of the public can submit their written comments electronically for the DRC's
consideration by emailing them to DRCpubliccomment@cityoforange .org with the subject line
“Public Comment Item # (insert the item number relevant to the comment )” or “Public Comment
Non-agenda Item” for general public comments. The public can also submit written comments on
the City’s eComment page. Please visit the City ’s website at www.cityoforange.org, click Current
City Council Agenda (under Popular Links), then click the eComment link for this DRC meeting. To
ensure distribution to the DRC prior to consideration of the agenda, we encourage the public to
submit comments by 3:00 p.m. the day of the meeting. All public comments will be provided to
DRC Members, posted on the City’s website, and compiled as part of the record.

Effective February 18, 2021, written comments will no longer be read aloud.
2) In-person Comments
Members of the public can provide in -person comments via microphone in the Council Chamber at
City Hall. Social distancing measures will be in place, masks are required, and once a participant
has made a public comment, the participant will be asked to exit the building. Public comments are
limited to three (3) minutes per speaker.
3) Public Comments via recorded voicemail message
Finally, the public can record their comments by calling (714) 744-7271 no later than 4:00 p.m. the
day of the meeting. Recorded messages will not be played at the meeting, but will be provided to
the Design Review Committee.

NOTE: Any public record that is distributed less than 72 hours prior to the DRC meeting will be made
available at the City Clerk’s Office and posted on the City’s website.

on the Agenda which are within the subject matter jurisdiction of the DRC. Members of
the public can submit their comments in writing for the Committee's consideration by

eComment page. In addition to electronic comments, members of the public can
provide in-person comments via microphone in the Council Chamber. Public
Comments are limited to three minutes per speaker. Finally, the public can leave a
recorded message by calling (714) 744-7271. Please refer to pages 1 and 2 of the
agenda for more information and detailed instructions.
2.CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
2.1.Approval of meeting minutes of the Design Review Committee of the City of
Orange for the February 18, 2021 Adjourned Regular Meeting.
Approve minutes as presented.

3.CONTINUED ITEMS
3.1.Administrative Design Review No. 0151-20, Reigel Residence, 1025 E. Palm
Avenue
A proposal to construct a 1,877 square foot, two-story addition to an existing
single-family residence and construct a new 1,428 square foot, two-story
detached garage. The project has been referred to the Design Review Committee
(DRC) by the Community Development Director for final determination pursuant
to Orange Municipal Code (OMC) Section 17.10.070.E.4. The DRC previously
provided comments on this project at the December 16, 2020 meeting.

4.ADJOURNMENT
The next regular meeting will be held on Wednesday, March 17, 2021 at 5:30 p.m. via
various teleconference locations.

APPEAL PROCEDURE
Any final determination by the Design Review Committee may be appealed, and such appeal must be
filed within 15 calendar days after the action is taken. This appeal shall be made in written form to the
Community Development Department, accompanied by an initial appeal deposit of $1,000.00.
The Community Development Department, upon filing of said appeal, will set petition for public hearing
before the City Planning Commission at the earliest possible date.
If you challenge any City of Orange decision in court, you may be limited to raising only those issues
you or someone else raised at the public hearing described on this agenda or in written
correspondence delivered to the Design Review Committee at, or prior to, the public hearing.
