NOTICE OF PUBLIC HEARING
APPEAL NO. 25-0009
CULINARY DROPOUT RESTAURANT
ALCOHOL SALES AND SERVICE
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing at a
Regular Meeting of the City Council on Tuesday, April 8, 2025, at 6:00 p.m., or as soon thereafter as the
matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue, Orange to consider the
following request:
SUBJECT:An appeal of Planning Commission approval of amended Conditional Use Permit No. 3225, a
request to serve a full range of alcoholic beverages for on-site consumption with a State of California
Department of Alcoholic Beverage Control Type 47 License (On-Sale General – Eating Place) at a proposed
restaurant in the Old Towne Mixed Use -15 (OTMU-15) zoning district.
PROPERTY LOCATION:191 N. Orange Street, Orange, CA 92866 (APN: 039-252-16)
ENVIRONMENTAL INFORMATION:The proposed project is categorically exempt from the provisions
of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301 (Class 1 –
Existing Facilities) because the project consists of licensing the sale of a full range of alcoholic beverages
(for on-site consumption) at a proposed restaurant within a mixed-use area, and results in no expansion
beyond that existing at the time of the City’s determination.
