City of Orange
Design Review Committee
November 06, 2024
The Design Review Committee of the City of Orange, California convened on November 6,
2024, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Chair Skorpanich called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Committee Member Jerico Farfan led the flag salute.
1.2 ROLL CALL
Present: Farfan, McDermott, Grosse, Lopez, and Skorpanich
Absent: Ledesma
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of minutes of the City of Orange Design Review Committee Regular
Meeting held on October 16, 2024.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Committee Member Lopez, seconded by Committee Member
McDermott, to approve the Consent Calendar as presented. The motion carried by the
following vote:
Ayes: Farfan, McDermott, Grosse, Lopez, and Skorpanich
Noes: None
Absent: Ledesma

4. NEW BUSINESS
4.1. A request to modify an existing historic single-family dwelling and detached
garage and construct a new detached accessory structure in the Old Town
Historic District at 633 E. Maple Avenue (Design Review No. 5138).
Public Speakers:
The following spoke on behalf of the project:
Doug Ely, Architect; and Michael Knight, Owner.
A motion was made by Committee Member McDermott, seconded by Committee
Member Grosse, to approve Design Review No. 5138 with the following conditions:
1. The applicant shall eliminate all north-south exterior CMU walls, pilasters with plaster
finish and concrete cap, and arbor along the eastern property line fronting on N.
Harwood Street. The fence shall be compatible with the existing simple wood fence
design. The east-west (southern) wall for the built-in BBQ may remain as a
non-combustible wall.
2. The applicant shall eliminate the brick paving proposed at the side gate entrance
and propose an appropriate alternative paving material in the portion that is visible from
the public right-of-way.
3. The applicant shall correct the period of significance (dates) contained in the Cultural
Resources Survey dated February 18, 2024 completed by JM Research and
Consulting.
4. The applicant shall maintain the existing shed roof form (instead of a new gable roof
form) at the existing rear addition of the primary home.
5. The applicant shall propose an alternate design to minimize the use of river rock at
the rear wood deck area of the primary residence. The alternate design shall be
reviewed by City staff and the City's Historic Preservation Consultant and approved by
the Community Development Director or designee.
6. The proposed exterior doors of the garage with divided-light shall not have simulated
muntins (for divided-light).
The motion carried by the following vote:
Ayes: Farfan, McDermott, Grosse, Lopez, and Skorpanich
Noes: None
Absent: Ledesma
4.2. A request to construct a rear addition and partial interior remodel of an existing
Bungalow-style single-family dwelling in the Old Towne Orange Historic District
at 247 N. Center Street(Design Review No. 5143).
Public Speakers:
The following spoke on behalf of the project:
John DiLauro, Architect.
A motion was made by Chair Skorpanich, seconded by Committee Member
McDermott, to approve Design Review No. 5143 with the following condition:
The applicant shall consider options to extend the raised rear wood porch area and
steps further into the rear yard.
The motion carried by the following vote:
Ayes: Farfan, McDermott, Grosse, Lopez, and Skorpanich
Noes: None
Absent: Ledesma

5. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:06 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday,
November 20, 2024 at 5:30 p.m., in the Council Chamber.
