City of Orange
Santiago Creek Commission
October 23, 2024
The Santiago Creek Commission of the City of Orange, California convened on October 23,
2024, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Chair Moeller called the meeting to order at 5:32 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Commissioner Michael Knight.
1.2 ROLL CALL
Present: Galera, Hillman, Knight, Tillou, and Moeller
Absent: Adams, and Baca
2. PUBLIC COMMENTS
Public Speakers:
Peter Wetzel requested the Santiago Creek segments focus on all areas equally.
3. APPROVAL OF MINUTES
3.1. Approval of minutes of the Santiago Creek Commission Regular Meetings held
on April 24, 2024, and July 24, 2024, and a Special Meeting held on September
26, 2024.
A motion was made by Chair Moeller, seconded by Commissioner Knight, to approve
the minutes as presented. The motion carried by the following vote:
Ayes: Galera, Hillman, Knight, Tillou, and Moeller
Noes: None
Absent: Adams, and Baca
4. COMMISSION BUSINESS
4.1. Review of Segment One area and map of the Santiago Creek Strategic Plan.
Senior Assistant to the City Manager Jack Morgan presented the staff report and a
segment planning sheet to aid Commissioners in setting a vision and developing
projects.
Commissioner Hillman presented a video to provide additional details on the segment
being discussed.

Public Speakers:
Reggie Mundekis requested the area be kept as close to the natural habitat, while
considering surrounding zoning.
Dru Whitefeather gave an update on the Sully-Miller site.
Theresa Sears offered insight about land management and provided County
information.
Jake Comer encouraged converting the Sully-Miller site into a new park where a 16-20
acre disc golf course can be utilized by the community.
Jill Hargis is in favor of protecting and increasing green spaces in Orange devoted to
California native plants.
Commissioners discussed adding ecological significance, scenic opportunities,
historical/archeological significance and recreational opportunities to the segment
planning form. Additionally, Commissioners agreed a bike/walk path is desired and the
theme for segment one should be "wild/re-wild."
5. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:28 p.m.
The next Regular Santiago Creek Commission meeting will be held on Wednesday,
January 22, 2025, at 5:30 p.m., in the Council Chamber.
