Santiago Creek Commission
July 24, 2024
The Santiago Creek Commission of the City of Orange, California convened on July 24, 2024,
at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1 OPENING/CALL TO ORDER
Chair Moeller called the meeting to order at 5:31 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Chair Brendon Moeller.
1.2 ROLL CALL
Present: Galera, Adams, Baca, Hillman, Knight, Tillou, and Moeller
Absent: None
2. PUBLIC COMMENTS
None
3.1. Santiago Creek Strategic Plan Discussion.
Commissioners discussed vision of strategic plan and the breakdown of the Santiago
Creek into different segments. They also discussed the prospect of having a potential
community meeting in the future.
Public Speakers:
Theresa Sears expressed her gratitude, requested segment clarification and offered
her assistance.
Ron Newcomb offered suggestions he has collected from the public.
A motion was made by Chair Moeller, seconded by Commissioner Knight, to approve
the framework of the three segments identified as 1) East Orange Sphere of Influence
to Villa Park Road, 2) Villa Park Road to the 55 Freeway, 3) 55 Freeway to Hart Park/
22 Freeway and include changes to the segment planning sheet. The motion carried by
the following vote:
Ayes: Galera, Adams, Baca, Hillman, Knight, Tillou, and Moeller
Noes: None
Absent: None

4. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:30 p.m.
The next Regular Santiago Creek Commission meeting will be held on Wednesday,
October 23, 2024, at 5:30 p.m., in the Council Chamber.
