Santiago Creek Commission
April 24, 2024
The Santiago Creek Commission of the City of Orange, California, convened on April 24,
2024, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
City Manager Kisela called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Commissioner Addison Adams.
1.2 ROLL CALL
Present: Adams, Baca, Calera, Hillman, Knight, Moeller, and Tillou
Absent: None
2. PUBLIC COMMENTS
Public Speakers:
Adrianne Gladson introduced herself.
Leslie Manderscheid highlighted the importance of Santiago Creek.
Theresa Sears introduced herself.
Peter Wetzel introduced himself.
3. COMMISSION BUSINESS
3.1. Selection of Santiago Creek Commission Officers.
A motion was made by Commissioner Hillman, seconded by Commissioner Knight, to
nominate Brendon Moeller as Chair. The motion carried by the following vote:
Ayes: Adams, Baca, Galera, Hillman, Knight, Moeller, and Tillou
Noes: None
Absent: None
A motion was made by Commissioner Adams, seconded by Commissioner Tillou, to
nominate Pamela Galera as Vice Chair. The motion carried by the following vote:
Ayes: Adams, Baca, Galera, Hillman, Knight, Moeller, and Tillou
Noes: None
Absent: None
3.2. Review of Ordinance No. 13-23, establishing the Santiago Creek Commission.
City Attorney Vigliotta reviewed the ordinance establishing the Creek Commission.

Public Speakers:
The following members of the public introduced themselves and offered their support
to the Commissioners:
Dru Whitefeather, Theresa Sears, Laura Thomas and Adrienne Gladson.
The report was received and filed.
3.3. Review the Santiago Creek Vision Plan, 2018 City Staff Memorandum, and
Santiago Creek Commission Recommendation Planning Sheet.
Senior Assistant to the City Manager Jack Morgan presented the staff report.
Public Speakers:
Nathan Swanek expressed concerned with the Maybury Ranch trail and its location.
Kim Plehn discussed the Santiago Creek vision plan.
The following speakers suggested a new Santiago Creek Vision Plan be created:
Dru Whitefeather, Theresa Sears and Adrienne Gladson.
The Commissioners discussed a potential study session for the vision plan.
The report was received and filed.
4. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:38 p.m.
The next Regular Santiago Creek Commission meeting will be held on Wednesday,
July 24, 2024, at 5:30 p.m., in the Council Chamber.
