Chapman Avenue, Orange, California. 1.1 PLEDGE OF ALLEGIANCE Commissioner [t/artinez led the flag salute. 1.2 ROLL CALL Present: Martinez, Veiar, Tucker, Leslie, and Vazquez Absent: Maldonado,and lvlcCormack 2. PUBLIC COMMENTS None. 3. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Planning Commission and will be enacted by one motion. There will be no separate discussion of said items unless members of the Planning Commission, staff or the public request specific items removed from the Consent Calendar for separate action. 3.1. Approval of meeting minutes of the City of Orange Planning Commission Regular Meeting held on October 7,2024. ACTION: Approved minutes as presented. Approval of the Consent Calendar A motion was made by Vice Chair Martinez, seconded by Commissioner Leslie, to approve the Consent Calendar. The motion carried by the following vote: Aves: Martinez, Veiar, Tucker, Leslie, andVazquezNoes: None Absent: [t/aldonado,andMcCormack 4. PUBLIC HEARINGS Public Hearing to consider a request to allow the sale of beer and wine for on-site consumption at a restaurant located at 123 N. Olive Street and finding of CEQA Exemption (Gonditional Use Permit No. 3228). 4.1. Page 1 of 3 OPENING/CALL TO ORDER Chair Vazquez called the meeting to order at 5:30 p.m. Planning Commission Minutes Oclobet 21, 2024 4.2. Public Speakers The following spoke in support of the project Yara Sanchez, Pizzetia lrcne - Applicant A motion was made by Commissioner Martinez, seconded by Commissioner Leslie to: 1. Adopt Planning Commission Resolulion No. PC 28-24. A Resolution of the Planning Commission of the City of Orange approving Conditional Use Permit No. 3228, allowing the sale of beer and wine for on-site consumption in conjunction with a State of California Department of Alcoholic Beverage Control Type 41 license (On-Sale Beer and Wine - Eating Place) at a restaurant located at 123 N. Olive Street. 2. Find the proposed project exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section '15301 (Class 1 - Existing Facilities). The motion carried by the following vote: Aves: Irilartinez, Veiar, Tucker, Leslie, and Yazquez Noes: None Absent: Maldonado, and McCormack Public Hearing to consider an ordinance to establish Objective Design Standards for certain qualifying housing projects and finding of CEQA exemption. Chair Vazquez opened the public hearing at 5:48 p.m. Public Speakers The following spoke in support of the project: Diana Zdenck and Long Duong (of the Old Towne Preservation Association), Tony Trabucco, and Douglas Westfall" Chair Vazquez closed the public hearing at 5:53 p.m A motion was made by Commissioner Yazquez, seconded by Commissioner Vejar to: 1. Adopt Planning Commission Resolution No. PC 29-24 with a revision to the wording of Condition 40 clarifying that exterior advertising of alcoholic beverage sales are prohibited. A Resolution of the Planning Commission of the City of Orange recommending that the City Council of the City of Orange adopt Oblective Design Standards for qualified housing projects. 2. Find the ordinance categorically exempt from CEQA based on a Class 15378 exemption. The motion carried by the following vote: Aves: Martinez, Veiar, Tucker, Leslie, and Yazquez Noes: None Absent: Maldonado, and McCormack Page 2 of 3 Chair Vazquez opened the public hearing at 5:39 p.m. Chair Vazquez closed the public hearing at 5:42 p.m. Planning Commission Minutes October 21,2024 4.3. 5. Public hearing to consider a request to construct a new single-family residence with a detached one-car garage, located at 323 E. River Avenue and finding of CEQA exemption (Variance No.2262 and Design Review No. 5136). Chair Vazquez opened the public hearing at 6:01 p.m. Public Speakers: The following spoke on behalf of the project Michael Muhonen, Applicant Jim Balding, Project Architect Chair Vazquez closed the public hearing at 6:03 p.m A motion was made by Commissioner Vejar, seconded by Commissioner Leslie to: 1. Adopt Planning Commission Resolution No. PC 31-24. A Resolution of the Planning Commission of the City of Orange approving Variance No. 2262 and Design Review No.5136for a new single-family residence with a detached one-car garage in the Old Towne Orange Historic District located at 323 E. River Avenue. 2. Find the proposal exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15303.
