December 10, 2024
The City Council of the City of Orange, California convened on Tuesday, December 10, 2024,
at 6:00 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
6:00 PM REGULAR SESSION
1. OPENING/CALL TO ORDER
Mayor Slater called the meeting to order at 6:01 p.m.
1.1 INVOCATION
Given by Rev. Dr. Timothy Klinkenberg from St. John's Lutheran Church.
1.2 PRESENTATION OF COLORS/PLEDGE OF ALLEGIANCE
Colors were presented by the Orange High School Marine Corps JROTC Color Guard
and the Pledge of Allegiance was led by Cadet Gunnery Sergeant Samuel Register.
1.3 NATIONAL ANTHEM
Sung by Ximena Martinez, Orange High School Choir.
1.4 ROLL CALL
Present: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, Gyllenhammer, and Slater
Absent: None
1.5 ANNOUNCEMENTS
Mayor Slater recognized dignitaries in attendance.
2. CONSENT CALENDAR
All items on the Consent Calendar are considered routine and are enacted by one
motion approving the recommended action listed on the Agenda. Any member of the
City Council, staff, or the public may request an item be removed from the Consent
Calendar for discussion or separate action. Unless otherwise specified in the request to
remove an item from the Consent Calendar, all items removed shall be considered
immediately following action on the remaining items on the Consent Calendar.
2.1. Waive reading in full of all ordinances on the Agenda.
ACTION: Approved.

2.2. Confirmation of accounts payable warrant registers dated November 7, 14, 21,
and 27, 2024 and payroll check warrants dated November 8, and 22, 2024.
ACTION: Ratified the accompanying registers.
2.3. Approval of minutes of the City of Orange City Council Regular Meeting held on
November 26, 2024.
ACTION: Approved minutes as presented.
2.4. Second Reading and adoption of an Ordinance of the City Council of the City of
Orange amending Chapter 8.06 of the Orange Municipal Code establishing
mandatory shopping cart retrieval plan and containment system. Ordinance No.
30-24.
ACTION: Adopted Ordinance No. 30-24.
2.5. Second Reading and adoption of an Ordinance of the City Council of the City of
Orange adopting Objective Design Standards by reference in Title 17 for qualified
housing projects. Ordinance No. 31-24.
A speaker card was submitted for Item 2.5; therefore, the item was removed from the
Consent Calendar for separate consideration.
Public Speaker:
Kathy Voss spoke in support of adoption.
ACTION: A motion was made by Mayor pro tern Barrios, seconded by Councilmember
Gutierrez, to adopt Ordinance No. 31-24. The motion carried by the following vote:
Ayes: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, Gyllenhammer, and Slater
Noes: None
Absent: None
2.6. Second Reading and adoption of an Ordinance of the City Council of the City of
Orange amending Chapter 10.10 of the Orange Municipal Code Pertaining to
Prohibition on Repairs and Sales of Bicycles and Bicycle Parts on Public
Property. Ordinance No. 32-24.
ACTION: Adopted Ordinance No. 32-24.
2.7. Declaration of election results for the November 5, 2024, General Municipal
Election. Resolution No. 11583.
ACTION: Adopted Resolution No. 11583. A Resolution of the City Council of the City of
Orange reciting the fact of the General Municipal Election held on November 5, 2024,
and declaring the results and such other matters as provided by law.
2.8. Part-Time and Limited Duration employees' classification, compensation, and
terms of employment for the period of January 1, 2025 through December 31,
2025 and Citywide Pay Schedule. Resolution Nos. 11587 and 11588.
ACTION: 1) Adopted Resolution No. 11587. A Resolution of the City Council of the City
of Orange repealing Resolution No. 11503 and amendments thereto and approving
provisions relating to the classification, compensation, and terms of employment of
Part-Time and Limited Duration employees effective January 1, 2025 through and

including December 31, 2025.
2) Adopted Resolution No. 11588. A Resolution of the City Council of the City of
Orange Rescinding Resolution No. 11578 and amending the Citywide Pay schedule in
accordance with the requirements of California Code of Regulations, Title 2, Section
570.5.
Approval of the Consent Calendar
Item 2.5 was removed from the Consent Calendar and heard separately. All other
items were approved as recommended.
A motion was made by Councilmember Gutierrez, seconded by Councilmember
Dumitru, to approve the Consent Agenda. The motion carried by the following vote:
Ayes: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, Gyllenhammer, and Slater
Noes: None
Absent: None

3. OATH OF OFFICE CEREMONY
Honorable Gaddi Vasquez administered the Oath of Office to Mayor-Elect Dan Slater
and District 2 Councilmember-Elect Jon Dumitru. Former Mayor pro tem Mike
Spurgeon administered the Oath of Office to District 3 Councilmember-Elect Kathy
Tavoularis. Orange County Supervisor Vicente Sarmiento administered the Oath of
Office to District 5 Councilmember-Elect Ana Gutierrez. Deputy City Clerk Jennifer
Connally administered the Oath of Office to City Clerk-Elect Pamela Coleman. Valerie
Smith administered the Oath of Office to City Treasurer-Elect Garrett Smith.
4. REMARKS BY RE-ELECTED AND NEWLY ELECTED OFFICIALS
Remarks were made by re-elected and newly elected officials.
5. CITY COUNCIL REORGANIZATION
5.1. Selection of Mayor pro tempore.
A motion was made by Mayor pro tem Barrios, seconded by Councilmember Dumitru,
to nominate Councilmember Gutierrez to serve as Mayor pro tern.
During discussion a motion was made by Councilmember Tavoularis, seconded by
Councilmember Gyllenhammer, to nominate Councilmember Bilodeau to serve as
Mayor pro tem.
A motion was made by Councilmember Tavoularis, seconded by Councilmember
Gyllenhammer, to nominate Councilmember Bilodeau to serve as Mayor pro tempore
for a two-year term effective December 11, 2024. The motion carried by the following
vote:
Ayes: Tavoularis, Bilodeau, Gyllenhammer, and Slater
Noes: Barrios, Dumitru, and Gutierrez

6. PUBLIC COMMENTS
Written Public Comment
Janice Brownfield submitted an email about reducing air pollution.
7. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:10 p.m.
The next Regular City Council meeting will be held on Tuesday, January 14, 2025, at
6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
