Community Development Block Grant
Program Committee
March 14, 2024
The Community Development Block Grant (CDBG) Program Committee of the City of Orange,
California convened on March 14, 2024, at 6:00 p.m. in a Regular Meeting in the Weimer
Room, 300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Benson called the meeting to order at 6:06 p.m.
1.1 PLEDGE OF ALLEGIANCE
Jessica Herrera led the flag salute.
1.2 ROLL CALL
Present: St. Clair, Muselli, Vaughn, and Benson
Absent: Le, and Mikail
2. PUBLIC COMMENTS
None.
3. APPROVAL OF MINUTES
3.1. Approval of minutes of the City of Orange CDBG Program Committee Special
meeting held on February 15, 2024.
A motion was made by Committee Member Vaughn, seconded by Vice Chair St. Clair,
to approve the minutes of the February 15, 2024 meeting, as presented.
The motion carried by the following vote:
Ayes: St. Clair, Muselli, Vaughn, and Benson
Noes: None
Absent: Le, and Mikail
4. COMMITTEE BUSINESS
4.1. FY 2024-2025 Draft Funding Recommendations to the City Council.
Committee members discussed approving the following funding recommendations to
the City Council for the 2024-2025 Annual Action Plan:
1) Assistance League recommended award $15,000.00
2) Bike Patrol Program recommended award $60,000.00
3) Families Forward recommended award $20,000.00
4) Hub OC (Youth Centers of Orange) recommended award $43,709.90
5) Friendly Center recommended award $16,854.95
6) Fair Housing recommended award $25,000.00

Committee
A motion was made by Committee member Muselli, seconded by Committee member
Vaughn to accept the recommended funding allocations. The motion carried by the
following vote:
Ayes: St. Clair, Muselli, Vaughn, and Benson
Noes: None
Absent: Le, and Mikail
A motion was made by Committee member Vaughn, seconded by Vice Chair St. Clair,
that should the CDBG entitlement be higher than estimated, 40% be allocated to the
HUB OC Youth Centers of Orange, 40% be allocated to Friendly Center, and 20% be
allocated to the Bike Patrol Program. The motion carried by the following vote:
Ayes: St. Clair, Muselli, Vaughn, and Benson
Noes: None
Absent: Le, and Mikail
A motion was made by Vice Chair St. Claire, seconded by Committee Member
Vaughn, to make a weighted reduction of allocations to awardees in equal distribution
should the CDBG entitlement come in lower than estimated. The motion carried by the
following vote:
Ayes: St. Clair, Muselli, Vaughn, and Benson
Noes: None
Absent: Le, and Mikail
A motion was made by Committee Member Muselli, seconded by Committee Member
Vaughn, to accept the following recommended allocations for facilities and construction
capital improvements for this fiscal year:
1) 2024-2025 Street Rehabilitation recommended award $539,117.35
2) 2024-2025 ADA Ramps recommended award $100,000.00
3) Shelters of Orange (HOMEAID) recommended award $34,997.00
Ayes: St. Clair, Muselli, Vaughn, and Benson
Noes: None
Absent: Le, and Mikail
A motion was made by Committee member Vaughn, seconded by Vice Chair St. Clair,
to recommend that if the CDBG entitlement is less than estimated, the difference be
taken from the Street Rehabilitation project. The motion carried by the following vote:
Ayes: St. Clair, Muselli, Vaughn, and Benson
Noes: None
Absent: Le, and Mikail
5. PROGRAM UPDATES
Senior Administrative Analyst, Jessica Herrera, gave an update on the following items:
1) Tenant Based Rental Assistance launch
2) Audits of CDBG & HOME by HUD

6. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:48 p.m.
The next Regular CDBG Program Committee meeting will be held on February 13,
2025, at 6:00 p.m. in the Weimer Room located at 300 E. Chapman Avenue, Orange,
