2024 LOCAL APPOINTMENTS LIST
Pursuant to Government Code Section § 54972, the following Local Appointments List is posted on an
annual basis by December 31. The list contains names and terms of office for appointments to all
regular Boards, Commissions, and Committees which are appointed by the City Council.
Note: The names on this list are subject to change based on term expirations and resignations that occur during
the year. Further information regarding these vacancies may be obtained by calling the City Clerk’s Office at

AUDIT ADVISORY COMMITTEE
Qualifications: The Committee shall consist of seven (7) members whose primary residence or
primary place of employment is in the City of Orange. The City Treasurer and Finance Director, or
their designee, shall serve as advisory non-voting members. Committee members shall have
business-related experience, and the designation of Certified Public Accountant (CPA) is desirable.
(Duties are set forth in Section 2.50.020 of the Orange Municipal Code)

Qualifications: The CDBG Program Committee shall consist of seven (7) members whose primary
residence is in the City of Orange. Members should show an interest in and have knowledge of
housing and community development issues, especially as they relate to affordable housing and
public service for residents of low and moderate income.

DESIGN REVIEW COMMITTEE
Qualifications: The Committee shall consist of seven (7) members whose primary residence or
primary place of employment is in the City of Orange. Committee members shall be qualified to
analyze and interpret architectural and site planning information, including, but not limited to, licensed
landscape architects, architects, urban planners, engineers, and licensed general contractors. At
least two members shall have professional experience in urban planning, architectural history or
historic preservation and possess a general knowledge of architecture in the Old Towne Historic
District. (Duties are set forth in Section 17.08.020 of the Orange Municipal Code)

managerial experience of no less than five years in one or more of the following areas: investment
banking, investment brokerage and sales, investment management, financial management and
planning, or commercial banking. (Duties are set forth in Section 2.51.020 of the Orange Municipal

ORANGE PUBLIC LIBRARY BOARD OF TRUSTEES
Qualifications: The Board shall consist of five (5) members whose primary residence is in the City of
Orange. Trustees shall have an understanding and appreciation of the role of the public library in the
community and in a democracy. Trustees should be library users and should value books and
information delivery. (Education Code 18910)

TRAFFIC COMMISSION
Qualifications: The Commission shall consist of seven (7) members who shall have their primary
residence in the City of Orange. Members review matters of traffic and transportation planning,
requests for speed limit increase or decreases, complaints concerning traffic safety conditions, and
other general duties as set forth in Chapter 10.06 of the Orange Municipal Code. City Traffic
Commission duties are considered as advisory to the City Council.

Pursuant to OMC Chapter 2.55.010, members of boards, commissions and committees may serve no
more than 12 consecutive years on the board, commission or committee to which they are appointed.
No member of a board, commission, or committee who has served 12 consecutive years shall be
eligible for reappointment to the same board, commission or committee prior to the passage of a two-
year interval.
