The Parks Planning & Community Events Commission of the City of Orange, California
convened on September 17, 2024, at 5:30 p.m. in a Regular Meeting in the Council Chamber,
300 E. Chapman Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Chair Fields called the meeting to order at 5:30 pm
1.1 PLEDGE OF ALLEGIANCE
Led by Commissioner Erika De Vries.

Present Freeman, Litwin, Perez, de Vries, Kushon, and Fields
Absent Ahlswede
PUBLIC COMMENTS
None
3. APPROVALOF MINUTES
3.1.Approval of minutes of the City of Orange Park Planning & Community Events
Commission Regular Meeting held on July 16, 2024,

A motion was made by Vice Chair Freeman, seconded by Commissioner Kushon, to
approve the minutes as presented. The motion carried by the following vote:
Aves: Freeman, Litwin, Perez, de Vries, Kushon, and FieldsNoes: None
Absent: Ahlswede
COMMISSION BUSINESS
4.1. Capital lmprovement Project Planning for Fiscal Year 2025-26.
A motion was made by Commissioner Kushon, seconded by Commissioner Perez, to
present to council the proposed FY 2025-26 collective list of park capital improvement
proJects. The motion carried by the following vote:
Aves: Freeman, Litwin, Perez, de Vries, Kushon, and FieldsNoes: None
Absent: Ahlswede

4.2. Policy for Naming of New City Parks
4.3
A motion was made by Vice Chair Freeman, seconded by Commissioner Kushon, to
recommend for Council's approval the draft Policy for Naming of New City Parks. The
motion carried by the following vote:
Aves: Freeman, Litwin, Perez, de Vries, Kushon, and FieldsNoes: None
Absent: Ahlswede
Policy for Park Asset Naming and Donations for Park lmprovements.
4.4.
A motion was made by Vice Chair Freeman, seconded by Commissioner Litwin, to
recommend for Council's approval the draft Policy for Park Asset Naming and
Donations for Park lmprovements, with additional language to allow the City to end an
agreement with a naming entity at any time due to extraordinary circumstances. The
motion carried by the following vote:
Aves: Freeman, Litwin, Perez, de Vries, and FieldsNoes: Kushon
Absent: Ahlswede
Frequency of the Park Planning and Community Events Commission Meetings.

After discussion, it was Commission consensus to not change the current schedule of
meetings.
COMMUNITY SERVICES DIRECTOR'S REPORT
Recreation Services Manager, Danielle Valadez, provided an update on Special
Events.
ADJOURNMENT
There being no further business, the meeting was adjourned at 6:31 pm.
The next Regular Park Planning & Community Events Commission meeting will be held
on Tuesday,obet 15,2024, at 5:30 p.m. in the Council Chamber
