Chapman Avenue, Orange, California. OPENING/CALL TO ORDER Chair Yazquez called the meeting to order at 5:31 p.m 1.1 PLEOGE OF ALLEGIANCE Commissioner Tucker led the flag salute. ROLL CALL Present: Martinez, Veiar, Maldonado, Tucker, Leslie, and Yazquez Absent: McCormack PUBLIC COMMENTS None. 1.2 3. CONSENTCALENDAR All matters listed under the Consent Calendar are constdered to be routine by the Planning Commission and will be enacted by one motion. There will be no separate discussion of said items unless members of the Planning Commission, staff or the public request specifrc items removed from the Consent Calendar for separate action. 3.1. Approval of meeting minutes of the city of orange planning commission Regular Meeting held on June 3, 2024. ACTION: Approved minutes as presented. Approval of the Consent Calendar A motion was made by vice chair Martinez, seconded by commissioner vejar, to approve the Consent Calendar. PUBLIC HEARINGS Public Hearing to consider a Zoning Text Amendment, Development Agreement and Conditional Use Permit to allow expanded business activities at Blue Ribbon Nursery and dedication of a former sand and gravel pit to the City of Orange as permanent open space at 5309 East Santiago Canyon Road and alternate addresses 1425 North Santiago Boulevard and 192'l Old Country Park Road, and finding of CEQA exemption. (Development Agreement No. 0010-24 and Conditionaf Use Permit No. 3229-241 Chair Vazquez opened the public hearing at 5:44 p.m. Public S akers: The following spoke on behalf of the project: Reggie Mundekis, Michael Granek, Bonnie Robinson, and Charles Curry Chair Vazquez closed the public hearing at 5:46 p.m. A motion was made by Chair Vazquez, seconded by Commissioner Vejar to: 1. Adopt Planning Commission Resolution No. 21-24. A Resolution of the Planning Commission of the City of Orange recommending the City Council approve an Ordinance amending Chapter 17.1 3 of the Orange Municipal Code to conditionally permit the sale of building materials and landscape supplies in a Sand and Gravel Zone in conjunction with an existing commercial nursery. 2. Adopt Planning Commission Resolution No. 22-24. A Resolution of the Planning Commission recommending the City Council approve an Ordinance adopting Development Agreement No. 0010-24 that provides a public beneflt to the City in the form of the dedication of a naturalized former sand and gravel pit to the City of Orange as permanent open space at 5093 E. Santiago Canyon Road. 3. Adopt Planning Commission Resolution No. 23-24. A Resolution of the Planning Commission of the City of Orange approving Conditional Use Permit No. 3229-241o allow the expanded sale of building materials and landscape supplies in conjunction with the existing Blue Ribbon Nursery at 5309 East Santiago Canyon Road. 4. Find that the Ordinance is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines pursuant to, but not limited to Section 15305, 15307, and 15308. The motion canied by the following vote: Aves: lt/artinez, Veiar, Ivlaldonado, Tucker, Leslie, and Vazquez Noes: None Absent: McCormack Public Hearing to consider an ordinance amending Title 17 ol the orange Municipal Code to update homeless shelter regulations and definition and finding of CEQA exemption. Chair Vazquez opened the public hearing at 5:55 p.m.; there being no speakers, Chair Vazquez closed the public hearing at 5:55 p.m. A motion was made by Vice Chair Martinez, seconded by Commissioner Maldonado, 4.2. Page 2 of 3 Planning Commission Minutes August 5,2024 to: 1. Adopt Planning Commission Resolution No. 20-24. A Resolution of the Planning Commission recommending that the City Council approve an ordinance of the City Council of the City of Orange amending Title 17 of the Orange Municipal Code regarding homeless shelter regulations. 2. Find that the Ordinance is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15305.
