MINUTES
City of Orange
Design Review Committee
January 17, 2024
The Design Review Committee of the City of Orange, California convened on January 17,
2024, at 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue,
Orange, California.
1. OPENING/CALL TO ORDER
Chair McDermott called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Chair McDermott led the flag salute.
1.2 ROLL CALL
Present: Skorpanich, Fox, Imboden, Farfan, Grosse, and McDermott
Absent: Ledesma
2. PUBLIC COMMENTS
None.
3. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Design Review Committee and will be enacted by one motion. There will be no
separate discussion of said items unless members of the Design Review Committee,
staff or the public request specific items removed from the Consent Calendar for
separate action.
3.1. Approval of minutes of the City of Orange Design Review Committee Regular
Meeting held on December 6, 2023.
Note: Committee Members Skorpanich and Grosse abstained from voting due to their
absence at the December 6, 2023, meeting.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar
A motion was made by Committee Member Fox, seconded by Committee Member
Imboden, to approve the Consent Calendar as presented. The motion carried by the
following vote:
Ayes: Fox, Imboden, Farfan, and McDermott
Noes: None
Absent: Ledesma
Abstain: Skorpanich, and Grosse

4. NEW BUSINESS
4.1. Design review for exterior and interior modifications to an existing two-story
office building and other site improvements to accommodate a medical office
use at 171 S. Anita Drive, Share Our Selves Healthcare Facility (Design Review
No. 5127-23)
The following spoke on behalf of the project:
Kate Hirsch, Applicant; Erika Madrigal, Architect; Jared Bohonus, Landscape Architect.
A motion was made by Vice Chair Skorpanich, seconded by Committee Member Fox,
to approve Design Review No. 5127-23. The motion carried by the following vote:
Ayes: Skorpanich, Fox, Imboden, Farfan, Grosse, and McDermott
Noes: None
Absent: Ledesma
4.2. Design review for a new industrial warehouse building at 500 W. Collins Avenue
(Design Review No. 5101-22)
The following spoke on behalf of the project:
Montana Kanen, Applicant; Ruben Choi, Architect; Tom Hayes, Landscape Architect.
A motion was made by Committee Member Fox, seconded by Chair McDermott, to
recommend Design Review No. 5101-22 to the Planning Commission with the following
added conditions:
1) The wrought iron fence proposed along the western property line shall be
re-considered in light of the existing chain link fence of the adjacent neighbor (to the
west). The applicant shall coordinate with the neighbor (to the west) to achieve the
Code requirement that there are no two parallel fences within 5-feet of each other.
2) Exterior lighting on the building shall be designed so that the source of the light is
not seen from the public right-of-way (e.g., from W. Collins Avenue and W. Nicholas
Avenue).
3) The applicant shall convert the three surplus parking spaces to landscaping (at the
applicant's discretion) for additional trees to become closer to the City's landscape
benchmark for tree count.
The motion carried by the following vote:
Ayes: Skorpanich, Fox, Imboden, Farfan, Grosse, and McDermott
Noes: None
Absent: Ledesma

5. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:36 p.m.
The next Regular Design Review Committee meeting will be held on Wednesday,
February 7, 2024 at 5:30 p.m., in the Council Chamber.
