NOTICE OF PUBLIC HEARING AND INTENTION TO AMEND
DEVELOPMENT AGREEMENT NO. 7204 AND ADOPT ORDINANCE NO. 16-24
CHAPMAN ORANGE HOLDINGS, LLC
NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public
Hearing at a Regular Meeting of the City Council on Tuesday, June 25, 2024, at 6:00 p.m., or as
soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue,
Orange.
SUBJECT: Approval of First Amendment to Development Agreement No. 7204 and introduction
of associated Ordinance No. 16-24. A request to amend a Development Agreement with Chapman
Orange Holdings, LLC in order to extend the Development Agreement and associated entitlements
to build a Marriott hotel at 3000 W. Chapman Avenue for an additional two and a half years. In
exchange for the time extension, the City of Orange would secure public parking for an adjacent
future park site on the hotel property.
APPLICANT: Chapman Orange Holdings, LLC
LOCATION: 3000 W. Chapman Avenue, Orange, CA
ENVIRONMENTAL INFORMATION: The proposed project was determined to be categorically
exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA
Guidelines 15332 (Class 32 – In-Fill Development) because the project will consist of the
construction of a new 195,000 SF hotel on a less than 5-acre site. The site complies with the existing
general plan and zoning and is located within an urbanized area. Technical studies demonstrate that
this project would not result in any significant traffic, noise, air quality, or water quality impacts.
The proposed First Amendment to the Development Agreement does not involve any change in land
use or entitlements. Therefore, no further environmental analysis is required.
FURTHER INFORMATION:All interested persons may be heard on any relevant matter relating
to the proposed action by attending the public hearing in person, or by submitting written comments
as set forth in the June 25, 2024, City Council agenda. To obtain further information about the
project, please contact Aaron Schulze, Economic Development Manager, at the City Manager’s
Office of the City of Orange, 300 East Chapman Avenue, by telephone at (714) 744-2202, or via e-
