The Planning Commission of the City of Orange, California convened on May 6,2O24, al 7:00
p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,
California.
1. OPENING/CALL TO ORDER
Chair Vazquez called the meeting to order at 5:37 p.m.

Commissioner McCormack led the flag salute.

3. CONSENT CALENDAR
3.1. Approval of meeting minutes of the
Meeting held on April 15,2024.
ACTION: Approved minutes as presented.
Approval of the Consent Calendar

A motion was made by Vice Chair lvlartinez, seconded by Commissioner Tucker, to
approve the Consent Calendar as presented. The motion carried by the following vote:
Aves: Martinez, Veiar, Maldonado, Tucker, McCormack, and Vazquez
Noes: None

OLD BUSINESS
4.'1. Accessory Dwelling Unit Ordinance Update (Continued from April 15, 20241.
Chair Vazquez opened the public hearing at 5:55 p.m.; there being no speakers, Chair
Vazquez closed the public hearing.
A motion was made by Commissioner lvlaldonado, seconded by Commissioner
Ivlartinez, to adopt Planning Commission Resolution No. PC 14-24.

Resolution No. PC 14-24. A Resolution of the Planning Commission of the City of
Orange recommending that the City Council adopt an ordinance updating accessory
dwelling unit provisions of the Orange Municipal Code in response to changes in state
law and guidance from the Department of Housing and Community Development.

Public Hearing to consider an ordinance amending Chapter 17.44.o1 the Orange
Municipal Code providing a mechanism for the transfer of development rights,
and finding of CEQA exemption. (Continued from April '15, 20241.
Chair Vazquez opened the public hearing at 6:13 p.m.

The following spoke in opposition of the pro.iect: Chuck Kroukowski, Randy Murrietta,
and Steven Borden.
Resolution No. PC 11-24. A Resolution of the Planning Commission recommending
that the City Council approve an ordinance of the City Council of the City of Orange
amending Chapter 17.44 of lhe Orange Municipal Code adding a new Section
17 .44.210 to establish a mechanism for the transfer of development rights for purposes
creating opportunities for housing, open space, and trails including an editorial
correction referencing transfer credits in section 17 .44.210.E.2 and a recommendation
that the City Council consider including properties with a Resource Area General Plan
designation and Sand and Gravel zoning also be identified in the Ordinance as
"Sending Areas".
