HomeMy WebLinkAbout09-21-2023 Minutes CDBGCity of Orange Community Development Block Grant Program Committee September 21, 2023 MINUTES The Community Development Block Grant (CDBG) Program Committee of the City of Orange, California convened on September 21, 2023, at 6:00 p.m. in a Regular Meeting in the Weimer Room, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Chair Benson called the meeting to order at 6:01 p.m. 1.1 ROLL CALL Present:St. Clair, Le, Vaughn, Moeller, and Benson Absent:Mikail, and Muselli 2. PUBLIC COMMENTS None. 3. NEW BUSINESS 3.1. Tenant Based Rental Assistance Program. A motion was made by Committee Member Le, seconded by Committee Member Moeller, to receive and file the presentation. The motion carried by the following vote: St. Clair, Le, Vaughn, Moeller, and BensonAyes: NoneNoes: Mikail, and MuselliAbsent: A motion was made by Vice Chair Le, seconded by Committee Member St. Clair, to recommend a Tenant Based Rental Assistance program that allows CDBG to allocate funds in the form of a security deposit and utilities for families in need to the City Council. The motion carried by the following vote: St. Clair, Le, Vaughn, Moeller, and BensonAyes: NoneNoes: Mikail, and MuselliAbsent: Page 1 of 3 FINALIZED ON SEPTEMBER 28,2023 Community Development Block Grant Program Committee Minutes September 21, 2023 A motion was made by Vice Chair Le, seconded by Committee Member St. Clair, to recommend a Tenant Based Rental Assistance program with the following Preferences: 1. Current City of Orange resident with intention to continue to reside in the City of Orange; 2. Families with children; 3. Veterans with honorable discharge; and 4. Elderly as defined by the Social Security Administration for full retirement qualification. Additionally: 1. Security and utility deposits are to be paid to the landlord or property manager directly in the form of a grant to the tenant, with remaining funds at the end of residency are to be returned to the City as Program Income; 2. Participant referral from a supportive services organization serving residents of the City of Orange is required as part of the qualification criteria for applying for TBRA assistance. The motion carried by the following vote: St. Clair, Le, Vaughn, Moeller, and BensonAyes: NoneNoes: Mikail, and MuselliAbsent: 3.2.Citizen Participation Plan (CPP) Update A motion was made by Vice Chair Le, seconded by Committee Member St. Clair, to recommend proposed changes of the Citizen Participation Plan to the City Council .
