AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ORANGE ADDING
CHAPTER 2.13 TO THE ORANGE
MUNICIPAL CODE RELATING TO A
CANDIDATE FILING FEE
THE CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS
FOLLOWS:
SECTION I:
The subject Ordinance is not subject to the provisions of the California Environmental
Quality Act(CEQA)because it is not a "project" as defined in Guidelines Section 15378.
SECTION II:
New Chapter 2.13 (Candidate Filing Fee) is hereby added to Title 2 (Administration and
Personnel) of the Orange Municipal Code to read as follows:
Chapter 2.13
CANDIDATE FILING FEE
2.13.010 Established Amount
2.13.020 Paid to City Clerk.
2.13.010—Established Amount
Pursuant to California Elections Code § 10228, the City establishes a filing fee of
Twenty-Five Dollars and No Cents ($25.00) to process a candidate's nomination papers or
supplemental nomination papers. This nonrefundable filing fee is to be paid with each filing of
nomination papers or supplemental nominations papers.
2.13.020—Paid to City Clerk
The filing fee shall be paid to the City Clerk by each candidate for an elective office
each time the candidate's nomination papers or supplemental nomination papers are filed.
SECTION III:
If any section, subdivision, paragraph, sentence, clause or phrase of this Ordinance is for
any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the
remaining portions of this Ordinance. The City Council hereby declares that it would have passed
this Ordinance, and each section, subdivision, paragraph, sentence, clause and phrase thereof,
irrespective of the fact that any one(or more) section, subdivision, paragraph, sentence, clause or
phrase had been declared invalid or unconstitutional.
SECTION IV:
The City Clerk is hereby directed to certify the adoption of this Ordinance and cause the
same to be published as required by law. This Ordinance shall take effect thirty (30) days from
and after the date of its final passage.
