October 30, 2023
The City Council of the City of Orange, California convened on Monday, October 30, 2023, at
5:30 p.m. in an Adjourned Regular Meeting in the Council Chamber, 300 E. Chapman
Avenue, Orange, California.
1. OPENING/CALL TO ORDER
Mayor Slater called the meeting to order at 5:30 p.m.
1.1 PLEDGE OF ALLEGIANCE
Led by Mayor Dan Slater.
1.2 ROLL CALL
Present: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, and Slater
Absent: Gyllenhammer
2. PUBLIC COMMENTS
None
3. PUBLIC HEARINGS
3.1. Public Hearing to consider City of Orange 2021-2029 Housing Element Update
and finding of CEQA exemption (General Plan Amendment No. 2022-0001).
Assistant Community Development Director Anna Pehoushek presented the staff
report and summarized the changes made since the last adoption in February 2023.
Mayor Slater opened the Public Hearing at 5:36 p.m.
Written Public Comments
The following submitted written comments opposing adoption of the resolution:
Elizabeth Hansburg, People for Housing; Matthew Gelfand, Californians for
Homeownership; and Keith Diggs, YIMBY Law.
Sisters of St. Joseph of Orange Healthcare Foundation submitted an eComment
encouraging the City to implement Housing Policies identified in the Housing Element.
Cesar Covarrubias, The Kennedy Commission, submitted a letter encouraging the City
to continue working with community organizations to develop policies that aim to
increase affordable housing opportunities.

Mayor Slater closed the Public Hearing at 5:36 p.m.
A motion was made by Councilmember Tavoularis, seconded by Councilmember
Gutierrez, to adopt Resolution No. 11498. A Resolution of the City, Council of the City
of Orange approving General Plan Amendment No. 2022-0001 adopting the City of
Orange Sixth Cycle (2021-2029) Housing Element. The motion carried by the following
vote:
Ayes: Barrios, Dumitru, Tavoularis, Gutierrez, Bilodeau, and Slater
Noes: None
Absent: Gyllenhammer
4. CLOSED SESSION
The City Council recessed to Closed Session at 5:40 p.m. with all Members present,
except Councilmember Gyllenhammer who was absent, to discuss the following:
a.CONFERENCE WITH LEGAL COUNSEL— EXISTING LITIGATION
Pursuant to Government Code Section 54956.9(a) & (d)(1)—Two cases
1) Name of Case: Kneeshaw, et al. v. City of Orange, et al.
Orange County Superior Court Case No. 30-2020-01170026
2) Name of Case: Mary's Kitchen, et al. v. City of Orange
Orange County Superior Court Case No. 30-2021-01224070
b. CONFERENCE WITH LABOR NEGOTIATORS
Pursuant to Government Code Section 54957.6
City Negotiator: Tom Kisela, City Manager
Employee Organizations: Orange Maintenance and Crafts Employees' Association,
Orange Management Association, Orange Municipal Employees' Association, and
Water Division Employees' Association

There being no further business, the meeting was adjourned at 6:40 p.m.
The next Regular City Council meeting will be held on Tuesday, November 14, 2023, at
6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if
necessary.
