RECITALS:After due public hearings as required by law and after
the city Council considered Planning commission Resolution No.
53-89 recommending approval of Amendment No. 1 to
Chapman College Specific Plan to include two additional parcels located at
216 East Walnut Avenue and 545 North Grand Street, the city
Council upheld the recommendation of the Planning Commission and
approved the herein described amendment to the Specific Plan of
Chapman College after making the hereinafter described findings
of fact.The property SUbject of Amendment No. 1 of the
Chapman College Specific Plan is described
as follows:216 E. Walnut - The land referred to in this report
is situated in the State of California, County of Orange, city
of Orange and is described as
follows:Lot 2 of Tract No. 215, as per map recorded in Book 13,
Page 10 of Miscellaneous Maps, in the office of the County
Recorder of said
County.545 N. Grand - The land referred to in this report is situated
in the State of California, County of Orange, city of Orange,
and is described as follows:
The North 30 feet of the West 118 feet of Lot 6 of "William R.
Faries Subdivision", as shown on a map recorded in Book 4,
Page 47 of Miscellaneous Maps, Records of Orange County,
California.
Also that portion of the South half of Valencia Avenue
abutting the North 30 foot of the West 118 feet of said Lot 6,
said Valencia Avenue having been closed and abandoned on
February 3, 1925 by order of the Board of Trustees of the City
of Orange, a certified copy of said order being recorded May
12, 1925 in Book 26, Page 145 of Miscellaneous Records of
Orange County, California.
At the public hearing, the following facts were determined:
1. California Government Code section 65453(a) permits amendments
to Specific Plans.
2. That Chapman College specific Plan was adopted by the City
Council on March 14, 1989. The Specific Plan establishes the
zoning and development standard criteria for all properties
within its designated boundaries.
3. That the Specific Plan contains procedures for amendments.
Chapter 4.0, section F of the Specific Plan states that the
Specific Plan may be amended to accommodate boundary changes
as the College acquires additional properties. Boundary
changes may be considered only as a contiguous block of
properties along a single street frontage. Isolated parcels
may not be considered for amendment unless surrounded by
College owned properties. Both Planning Commission and city
Council are to take action on amendments.
4. That the parcel at 216 E. Walnut contains a single family
residence and detached garage. Adjacent uses include:
North - A residence in the R-3 zone on the opposite side of
Walnut Avenue.
South - College owned residential structures and a parking lot in
the PI(SP) zone.East -
College stadium and associated outdoor athletic facilities in
the PI (SP) zone.West - A
residential garage in the PI(SP) zone.5. That the
parcel at 545 N. Grand contains a single family residence. Adjacent uses
include:North - A residence
hall in the PI(SP) zone.South - A temporary parking
lot in the PI(SP)zone.East - A temporary parking lot
in the PI(SP) zone.West - Single family residences in the
R-l-6 zone.6. That Walnut Avenue is
classified as a commuter road on the City's Master Plan of
Streets and Highways. Grand Street is classified as a local street.
7. That the proposed use
of the lots at 216 E. Walnut and 545 N.Grand for College facilities is
consistent with the city's General Plan Land Use Element
designation of Public Facility College) .8. That the applicant
is
proposing to amend the Chapman College Specific Plan boundary to include
two additional College owned parcels. Also proposed is a
corresponding zoning Zone Change from existing residential classifications to
the P-I(SP)designation, to conform wi~
h zoning of all other prope~ties regulated by the Specific

9. That the College has proposed to relocate their personnel
office from its current location in the R-2-6 zone
on the east side of Center street to 216 E. Walnut
Avenue. No proposal has been made regarding the 545
N. Grand parcel. Any future construction or development
on either property must conform to the development
standards set forth in the
Specific Plan.10. That both parcels are located on that portion
of the College campus designated by the Specific Plan
as the Residential/Recreation Zone. This area
is intended primarily for indoor and outdoor
recreation facilities and accessory uses, as well as student
and
faculty housing.11. That when physical development of these
properties is proposed at some future date, the site
plan review procedure established by the Specific Plan
will be utilized. This procedure requires that
development plans be consistent with the Specific
Plan regulatory provisions and design guidelines. Development
plans may be approved administratively if the project is
found to be consistent with the Specific Plan. If
modification or interpretation of the Specific Plan becomes
necessary, it is required that the Planning Commission hold
a public hearing for
project review.12. That both parcels abut Specific Plan boundaries
on three sides (with the fourth side abutting a
public street).The parcels are therefore logical inclusions
in the Specific Plan area. No additional impacts
to the residential areas are anticipated as a result
of
this amendment.13. That the proposed zone change is consistent
with the existing General Plan designations for
the properties,and is consistent with Specific
Plan requirements.14. That one person spoke in favor of the proposal
and two persons spoke
in opposition.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF ORANGE DOES ORDAIN
AS FOLLOWS:
SECTION I:The Chapman College Specific Plan, Amendment No.1, by which there is designated as R-4maximummultiplefamilydistrict, that certain real property in the
City of Orange,County of Orange, State of California,
hereinafter described, is amended in order to change the Specific Plan
designation of said property to the Public Institution
Specific Plan District.Said property is
described as follows:3-
