89 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE TO AMEND THE
BUILDING SECURITY STANDARDS OF ORANGE
MUNICIPAL CODE SECTION 15.52.
090 WHEREAS, the City Council has determined that a threat
of the public welfare and safety exists due to the involvement
of certain new tools which can be employed to illegally
enter buildings and units of buildings having exterior doors
utilizing lever-handled hardware without leaving signs of
forced
entry;and WHEREAS, danger posed by such misuse of available
tools can be mitigated or eliminated by the use of threshold
plates and other mechanisms designed to prevent passage of such
a tool under the
door; and WHEREAS, the anticipated benefits of
requiring such additional security measures will far outweigh
the relatively minimal cost of requiring such
security measures.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY
OF ORANGE ORDAINS
AS FOLLOWS:
Section I:Section 15.52.090 of the Orange Municipal Code
shall be amended to add a new subsection B.3 to read
as follows:B.3. Every single or double exterior door
equipped with lever-handled locking mechanism hardware shall
have an approved handicapped-accessible threshold
complying with provisions of Title 24 of the Uniform Building Code (as
amended from time to time) beneath the door. The opening
between the threshold and the door shall be secured in a manner
approved by the Crime Prevention Bureau of the Orange
Police Department designed to prevent the passing of rigid
materials or mechanical devices between the door and the threshold for
the purposes of unlocking the door
from the
interior side.Section II:A summary of this Ordinance shall be
published and a certi-fied copy of the full text of this Ordinance
shall be posted in the Office of the City Clerk at leasst five (
5) days prior to the City Council meeting at which this
Ordinance is to be adopted. A summary of this Ordinance
shall also be published once within fifteen (15) days after this
Ordinance's passage in the Orange City News, a newspaper
of

and circulated in the City of Orange. The city Clerk shall
post in the Office of the city Clerk a certified copy of the
full text of such adopted Ordinance along with the names of those
city Council members voting for and against the Ordinance in
accordance with Government Code Section 36933. This Ordinance
shall take effect thirty (30) days from and after the date
of its final passage.ADOPTED
