89 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE ACCEPTING THE
CALIFORNIA PENAL CODE REQUIREMENTS RELATING TO
THE SELECTION AND TRAINING STANDARDS
OF PUBLIC SAFETY
DISPATCHERS.WHEREAS, California Penal Code Section 13510 has been
amended to require the Commission on Peace Officer Standards and
Training POST) to establish minimum selection and training standards
for local public safety dispatchers;
and WHEREAS, the Commission has adopted standards as part of
a voluntary Public Safety Dispatcher Program;
and WHEREAS, the Orange Police Department is a member of the
POST Peace Officer Program therefore eligible to participate in
the dispatcher program and to be reimbursed certain costs relating
to the program;
and WHEREAS, minimum standards for public safety dispatchers
hired after the City joins the program will include satisfactory
comple-tion of a POST-certified, 80-hour Basic
Complaint/Dispatcher course within 12 months after date of hire and to work a
minimum of 12 months
on probation; and WHEREAS, the City Council desires that
the Orange Police Department participate in the Public
Safety Dispatcher Program thereby providing greater security to the
citizens of Orange.NOW, THEREFORE, the City Council of the City
of Orange does
ordain as
follows:Section I:A. City Council authorizes the Orange
Police Department to participate in the POST Public
Safety Dispatcher Program.B. City Council
declares as follows:1. That the City of Orange desires
to qualify to receive aid from the State of California
under provisions of California Penal Code
Section 13522; and 2. That, pursuant to Section 13410(c),
the City,of Orange will adhere to standards forrecruitmentandtrainingestablishedbytheCaliforniaCommissionof
Peace Officer Standards and
Training (POST); and 3. That, pursuant to Section 13512,
the Commission and its representatives may make such inquiries
as deemed appropriate by the Commission to ascertain that the City's public safety dispatcher personnel adhere to standards forselectionandtrainingestablishedbytheCommissionPeaceOfficerStandards

and a
certified copy of the full text of this Ordinance shall be
posted in the Office of the City Clerk at least five (5) days
prior to the city Council meeting at which this Ordinance is to be adopted.
A summary of this Ordinance shall also be published once within
fifteen (15) days after this Ordinance's passage in the
orange city News, a newspaper of general circulation, published, and circulated in
the City of Orange. The city Clerk shall post
in the Office of the city Clerk a certified copy of the full text
of such adopted Ordinance along with the names of those city Council members
voting or and against the Ordinance in accordance with Government Code
section 36933. This Ordinance shall take effect thirty (30) days
from and after the date of its final passage.ADOPTED
