ORD-34-88 MODIFYING CERTAIN VEHICLE PARKING RESTRICTIONS ON CIVIC CENTER PARKING LOTSORDINANCE NO. 34- 88 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE TO AMEND SECTION 10.42.100 OF CHAPTER 10.42 OF THE ORANGE MUNICIPAL CODE BY MODIFYING CERTAIN VEHICLE PARKING RESTRICTIONS ON CIVIC CENTER PARKING LOTS.WHEREAS, many citizens attend meetings and social events in the Civic Center and nearby buildings on weekends; and WHEREAS, it is often difficult to find parking spaces on the street which are within easy walking distance of the meeting or event; and WHEREAS, while all of the parking spaces on the Civic Center parking lots are needed to conduct city business during the week,on weekends relatively few parking spaces are needed; and WHEREAS, the City Council has determined that many of these parking spaces could be made available to the public on weekends and legal holidays without interfering with City business; and WHEREAS, the purpose of this Ordinance is to reduce the restrictions on vehicular parking in the Civic Center parking lots except that portion reserved for the exclusive use of the Orange Police Department) on weekends and legal holidays in order that the excess spaces will be available to the public.NOW, THEREFORE, the City Council of the city of Orange ordains as follows:Section I:Amend only subsections 4 and 5 of Section 10.42.100 of Chapter 10.42 to read as follows:4. To park any vehicle in a space reserved for a designated vehicle unless the vehicle parked is a designated vehicle.This provision shall not be enforced on any Saturday, Sunday or legal holiday observed by the City except on the westerly portion of the lot north of Almond Avenue which is reserved for the exclusive use of the Orange Police Department at all times.5. To park any vehicle in a space reserved for a designated City official or employee unless the operator of the vehicle is the designated city official or employee. This provision shall not be enforced on any Saturday, Sunday or legal holiday observed by the city except on the westerly portion of the lot north of Almond Avenue which is reserved for the exclusive use of the Orange Police Department at all section II: A summary of this Ordinance shall be published and a certified copy of the full text of this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to the city Council meeting at which this Ordinance is to be adopted. A summary of this Ordinance shall also be published once within fifteen (15) days after this Ordinance's passage in the Orange City News, a newspaper of general circulation, published and circulated in the City of Orange. The City Clerk shall post in the Office of the city Clerk a certified copy of the full text of such adopted Ordinance along with the names of those City Council members voting for and against the Ordinance in accordance with Government Code section 36933.
