ORD-02-88 ADD TO THE NEIGHBORHOOD PARKING PERMIT PROGRAM QUINCY ADAMS HOOVER WILSON AVENUES BETWEEN GLASSELL AND GRAND STREETSN"'"',..' ORDINANCE NO. 2- 88 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING CHAPTER 10. 30 OF THE ORANGE MUNICIPAL CODE BY REVISING SECTION 10.30.040 TO ADD TO THE NEIGHBOR-HOOD PARKING PERMIT PROGRAM, QUINCY,ADAMS, HOOVER, AND WILSON AVENUES BETWEEN GLASSELL AND GRAND STREETS.WHEREAS, on Hoover and Wilson Avenues, immediately west of Glassell Street, there. are more than twenty apartment buildings; and WHEREAS, all of these buildings were constructed more than twenty years ago before the need for parking spaces was so acute as it has become; and WHEREAS, the basic problems are: 1) The apartment units are being occupied to maximum capacity; and 2) The tenants have more vehicles than there are available garages and parking spaces; and WHEREAS, recent investigations and surveys by the Traffic Engineer indicate that the tenants are parking their automobiles on streets on the east side of Glassell Street so there is now traffic intrusion into several blocks of single-family residences nearest the apartment buildings;and WHEREAS, this traffic intrusion is creating serious safety problems, as well as problems with trash, noise, and litter; and WHEREAS, the City Council finds and determines that the health, safety, and public welfare require the adoption of this Ordinance as soon as possible; and WHEREAS, when this Ordinance No. 2- 88 becomes effective,Interim Ordinance No. 1-88 shall be without further force and effect.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS FOLLOWS:Section I:Chapter 10.30 of the Orange Municipal Code is amended by the creation of Areas "A" and "B" and the addition of i l!) t..'!~' i',['.';.i1" Ii o',; r il 1.ii- k;~iJ' w. w':i;' j;iiioji X,', c, h iFWd i',-"""i\ iV: 1jm;~ jji]!l[-;t:i! The north and south Glassell and Grand Streets.Section II:AREA IIBlI side of Quincy Avenue between side of Adams Avenue between side of Wilson Avenue between side of Hoover Avenue between A summary of this Ordinance shall be published and a certified copy of the full text of this Ordinance shall be posted in the Office of the City Clerk at least five (5)days prior to the City Council meeting at which this Ordi-nance is to be adopted. A summary of this Ordinance shall also be published once within fifteen (15) days after this Ordinance's passage in the Orange City News, a newspaper of general circulation, published and circulated in the City of Orange. The City Clerk shall post in the Office of the City Clerk a certified copy of the full text of such adopted Ordinance along with the names of those City Council members voting for and against the Ordinance in accordance with Government Code Section 36933.
