88 AN INTERIM ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF ORANGE ADOPTED AS AN
URGENCY MEASURE AMENDING CHAPTER 10.30 OF
THE ORANGE MUNICIPAL CODE BY REVISING
SECTION 10.30.040 TO ADD TO THE
NEIGHBORHOOD PARKING PERMIT PROGRAM, QUINCY,
ADAMS,HOOVER, AND WILSON AVENUES
BETWEEN GLASSELL AND GRAND
STREETS.WHEREAS, on Hoover and Wilson Avenues, immediately
west of Glassell Street, there are more than twenty
apartment buildings;
and WHEREAS, all of these buildings were constructed
more than twenty years ago before the need for parking spaces
was so acute as it has become;
and WHEREAS, the basic problems are: 1) The
apartment units are being occupied to maximum capacity; and 2)
The tenants have more vehicles than there are available
garages and parking spaces;
and WHEREAS, recent investigations and surveys by
the Traffic Engineer indicate that the tenants are parking
their automobiles on streets on the east side of Glassell
Street so there is now traffic intrusion into several blocks
of single-family residences nearest the
apartment
buildings;and WHEREAS, this traffic intrusion is
creating serious safety problems, as well as problems with trash,
noise, and
litter; and WHEREAS, the City Council finds and
determines that the health, safety, and public welfare require
the immediate adoption of this Interim Ordinance as an urgency
measure to add portions of certain streets as Area "B" of
the Neighbor-hood Parking
Permit Program.NOW, THEREFORE, the City Council of the City
of Orange does ordain
as follows:
Section I:Chapter 10.30 of the Orange Municipal Code
is.amended by the creation of Areas "A" and "B" and the add~t~
on of portions of four (4) streets to Section 10.30.040 (

section II:
The reasons for the adoption of this Interim Ordinance
No. 1-88 as an urgency measure
are:The city Council, upon requests of affected
homeowners,reports from the Traffic Engineer, and recommendations
of the Traffic commission and the Director of Public
Works,finds and determines that action must be taken to
reduce and mitigate the severe traffic and parking problem
on portions of those streets, between Glassell Street
and Grand Street, which are nearest to the many apartment
struc-tures on Hoover Avenue and Wilson Avenue on the west
side of Glassell
Street.The Council further determines that action should
be taken immediately in pursuant to California
Government Code Section 36937 to protest the health, safety,
and public welfare. An ordinance normally requires at
least five \'1eeks from the time there is first reading until
its provisions can become effective. The council has
determined that immediate enactment of an urgency measure is
needed.Section
III:This Interim Ordinance No. 1-88 shall
become effective immediately and shall remain in effect
until Ordinance No. 2-88 shall become effective. When
