ORD-07-87 AMENDING CHAPTER 10.30 CONCERNING PERMIT PARKING ONLY ON PORTIONS OF DESIGNATED PUBLIC STREETSORDINANCE NO. 7- 87 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING CHAPTER 10. 30 OF THE ORANGE MUNICIPAL CODE TO ADD SECTION 10.30.040 CONCERNING PERMIT PARKING ONLY ON PORTIONS OF CERTAIN DESIGNATED PUBLIC STREETS.WHEREAS, a parking survey was conducted as part of the approval process for the Chapman College Learning Center expansion; and WHEREAS, the results of the survey identified the area bounded by Glassell and Shaffer Streets and Maple and Walnut Avenues indicated as experiencing a parking intrusion; and WHEREAS, a mitigation measure proposed was the implemen-tation of a Neighborhood Parking Permit Program. The purpose of the Program would be to prevent the intrusion of college-oriented or other long-term parking into residential areas adjacent to the campus but, at the same time, to allow the local residents and their guests the convenience of parking on the streets in proximity to their homes; and WHEREAS, on February 10, 1987, after a duly-advertised public hearing at which the City's Traffic Engineer presented a report and interested citizens were given the opportunity to be heard, the City Council determined that implementation of the Neighborhood Parking Permit Program is justified in consideration of existing and anticipated conditions; and WHEREAS, Chapter 10.30.040 of the Orange Muncipal Code is to be amended to implement the Neighborhood Parking Permit Program and to require permits to park on portions of certain designated public streets.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS FOLLOWS:Section I:Chapter 10.30 of the Orange Municipal Code is hereby amended to add Section 10.30.040 to L__ 10.30.040 Permit Parking - Portions of Certain Desig-nated Public Streets - The Neighborhood Parking Permit Program.A. No person shall park or allow a motor vehicle to remain standing at any time on portions of certain designated public streets unless a valid parking permit is affixed to the left rear area of the bumper or such other area of the vehicle as the City Council may authorize when signs have been posted giving notice thereof. A valid parking permit shall be required to park any motor vehicle on stated portions of any public street designated herein:1. The east and west side of Shaffer Street between Maple and Walnut Avenues.2. The east and west side of Center Street between Maple and Palm 1\venues.3. The east side of Center Street between Palm and Walnut Avenues. 4. The east and west side of Grand Street between Maple and Palm Avenues.5. The east and west side of Orange Street between Maple and Palm Avenues.6. The west side of Orange Street between Sycamore and Walnut Avenues.7. The north side of Maple Avenue between Grand and Shaffer Streets. 8. The south side of Palm Avenue between Glassell and Center Streets.9. The north and south side of Sycamore Avenue between Center and Shaffer Streets.10. The north and south side of Walnut Avenue adja-cent to the residential land uses between Glassell and Orange Streets. 11. The north side of Walnut Avenue between Orange and Center Streets.12. The north and south side of Walnut Avenue between Center and Shaffer Streets.ORD 7- 87 2 - 13. The west side of Shaffer Street between Walnut and Everett Avenues adjacent to residential land uses. B. The program to mitigate the intrusion of college- oriented or other long-term vehicular parking on streets in residential areas to assure that local residents and their guests have convenient parking on streets in proximity to their homes shall be referred to as the "Neighborhood Park-ing Permit Program".C. The City Council may establish by resolution,qualifications, procedures for obtaining parking permits,and other requirements pertinent to the Neighborhood Parking Permit Program.D. The Director of Public Works shall implement and administer the Neighborhood Parking Permit Program including,but not limited to, assuring appropriate signage and the issue of parking permits. In addition, he shall report to the City Council from time to time, or when requested to do so by the Council, on the implementation of the Program and recommend appropriate measures to improve the Program.Section II:A summary of this Ordinance shall be published and a certified copy of the full text of this Ordinance shall be posted in the Office of the City Clerk at least five ( 5)days prior to the City Council meeting at which this Ordinance is to be adopted. A summary of this Ordinance shall also be published once within fifteen (15) days after this Ordinance's passage in the Orange City News, a newspaper of general circulation, published, and circulated in the City of Orange. The City Clerk shall post in the Office of the City Clerk a certified copy of the full text of such adopted Ordinance along with the names of those City Council members voting for and against the Ordinance in accordance with Government Code Section 36933. This Ordinance shall take effect thirty (30) days from and after the date of its final passage.ADOPTED this 24th day of Februarv 1987.
