87 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING CHAPTER 15.
36 OF THE ORANGE MUNICIPAL CODE
PERTAINING TO ROOF COVERINGS AND THE
ESTABLISHMENT OF A CLIMATIC AND TOPOGRAPHIC HIGH
HAZ-ARD FIRE
ZONE.WHEREAS, the Gypsum Canyon Fire of October 9,
1982'swept into the City across brush covered land aided
by strong Santa Ana winds;
and WHEREAS, the Fire Department has conducted a study
of wildland fire history within and near the eastern
city limits and sphere of influence;
and WHEREAS, the fire study charts fire progress from
1926 to present;
and WHEREAS, past fires have from time to time caused
great destruction of the residential structures in the
northeastern portion of the City;
and WHEREAS, it is reasonable to assume that the
brush covered lands which transport.the fire along with the
hilly topography and seasonal Santa Ana winds which restrict
the ability to control fire are going to continue to exist
as the City expands eastward;
and WHEREAS, the City Council has determined that
further action is needed to help mitigate the risk of harm to
lives and property;
and WHEREAS, the City Council has further determined
that the protection of the public health, safety, and
welfare reasonably requires an ordinance be adopted to require
non-combustible roof coverings for all new construction
within a designated climatic and topographic high hazard fire
zone.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ORANGE DOES HEREBY ORDAIN AS
FOLLOWS:Section
I:Chapter 15.36 of Title 15 of the Orange Municipal
Code entitled "FIRE DISTRICTS" is hereby amended by
deleting therefrom all existing Sections, Sections 15.36.010
through 15.36.
Note: By deletingSection15.36.080, itis in-tended that the provisions of Section 1604 of the
Uniform Building Code, 1976 Edition, shall be repealed and without
further force and effect.Section II:Section 15.
36.010 is hereby added to Chapter
15.36 to read as follows:15.36.
010 Establishment
of a Climate and Topographic High Hazard Fire Zone.A. There is
established the Climatic
and Topographic High Hazard Fire Zone. Generally, the Zone shall
include that portion
of the City located easterly of the boundary
starting from the intersection of the northerly city limits
and Santa Ana Canyon Road, southerly along said road to
the intersection of Nohl Ranch Road and Santiago Boulevard.
Southerly along Santiago Boulevard to the northerly and easterly villa Park
city limits. Then easterly along and then southerly
along said city limits to Hewes Street. Then
southerly along Hewes Street to the city limits of
Orange.B. The precise boundaries of that portion of the
City included in the Climatic and Topographic High Hazard Fire
Zone shall be set forth on a map prepared by
the Fire Depart-ment. The map and any amendments
thereto shall be maintained on file in the Office of the City Clerk
for public review.Copies of the current map as amended,
shall be maintained in the Fire Department and the Building Division.C.
Upon recommendation of the Fire Chief, the City Council may change
the boundaries of the Zone.Section III:
Chapter 15.36 is further amended by adding Section
15.36.020 which creates a new chapter
for the
Uniform Build-ing Code to read as follows:15.
36.020 Adoption of Uniform Building Code, 1982 Edition, Chapter 16, entitled "
Restrictions in the Fire Dlstrict". The
City Councll hereby amends the Uniform Building Code, 1982
Edition, by adopting Chapter 16, en-titled "Restrictions
in the Fire District" to read as follows:
Section 1601 Fire Areas Defined. For the purposes of
this Code the entire City of Orange is hereby
estab-
lished as a Fire District, and said Fire District
shall establish Climatic and Topographic High Hazard areas ORD NO.

to be determined by the City Council, upon recommen-
dation of the Fire Chief. Whenever in said chapter
reference is made to any fire district it shall be
construed to mean one of the areas designated and
referred to in this chapter."
Section 1602 Fire District Areas. Buildings or
structures complying with the requirements of this code
may be erected, constructed, moved within or into the
Fire District except as restricted in Section 1603
below. "
Section 1603 Restrictions in High Hazard Areas.
a) General. Buildings or structures hereafter
erected, constructed, or moved within or into the High
Hazard Area shall comply with the requirements of this
section.
Requirements in the High Hazard Area for the fire-
resistive protection of exterior walls and openings, as
determined by location on property, shall be the same
as required in Section 504 and Part V of this code.
b) Roof Covering. Roof covering shall be a "Fire-
retardant", Class A as specified in subdivisions 1
through 4 and 6 through 10 of Section 3202 (e). Fire-
retardant roofs shall be fire stopped and enclosed with
approved material at the eave ends to preclude entry of
flame or embers under the roofing material.
c) Unenclosed Underfloor Areas. Buildings or structures
shall have all underfloor areas enclosed to the ground
with construction as required for exterior walls.
EXCEPTIONS: 1. Complete enclosure shall not be
required where the underside of all exposed
floors and all exposed structural columns, beams,.
and supporting walls are protected as required for
exterior one-hour fire-
resistive construction.2. The area under cantilevered
balconies and unroofed walking decks need not be
considered as underfloor areas provided
exposed utilities,pipes, or other mechanical devices are
not located in
the area.d) Utilities. Utilities, pipes,
furnaces, water heaters, or other mechanical devices located
in an exposed underfloor area of a building
or structure 3 -ORD NO. 5-
shall be enclosed with material as required for exterior
one-hour fire-resistive construction.
Adequate covered access-openings for servicing such
utilities shall be provided as required
by appropriate codes.e) Protection of Openings.
Openings into attics,floors, or other enclosed areas shall
be covered with corrosion-resistant wire mesh
not less than one-fourth inch (1/4") nor more than one-
half inch (1/2") in any dimension except
where such openings
are equipped with sash or doors.Chimneys shall
have spark arrestors of
maximum one-half inch (1/2")
screen.f) Alterations. Buildings and structures already erected
in this area, to which additions, alterations,or repairs
are made shall comply with the requirements of
this section for new buildings or structures.
EXCEPTION: This section shall not apply to
repair or reroofing of existing buildings. All
buildings existing before adoption of this ordi-nance which
undergo repair or reroof may install a roof
covering
which was approved under a previous code.EXCEPTION:
This section shall not apply to
any buildings hereafter constructed within the bound-aries
of the 230-acre Upper Peters Canyon Specific
Plan adopted in August 1984, provided that
non-combustible roof coverings shall be installed
on all such buildings. Proposed roof coverings shall be
approved by the
Fire Chief
and Building Official prior to installation."Section IV:Chapter
15.36 is further amended by adding Section 15.36.030
which amends Section 3202 (b) of the Uniform
Building Code, 1982 Edition, to read as follows:
15.36.030 Uniform Building Code, 1982 Edition,
Section 3202 (b) Amendment, Fire Retardancy. The City Council
hereby amends Section 3202 (b) of the Uniform
Building Code, 1982 Edition, to read as
follows:Section 3202 (b) Fire Retardancy, When Required.Roof coverings .
in the area designated by the Fire Chief as a "High
Hazard Area" shall be as required in Section 1603.
Roof coverings shall be fire retardant
other Fire District areas except in Types III, IV, and
V buildings, where the roof coverings may be as follows:
1. Ordinary roof coverings may be used on buildings of
Group R, Division 3 or Group M Occupancies.
2. Ordinary roof coverings may be used on buildings of
Group R, Division 1 Occupancies which are .not more than
two stories in height and have not more than 3000 square
feet of projected roof area and there is a minimum of
10 feet from the extremity of the roof to the property
line on all sides except for street fronts.
3. Group A, Division 3: Group B, Divisions 1 and 2
and Group R, Division 1 Occupancies which are not more
than two stories in height and have not more than 6000
square feet of projected roof area and there is a
minimum of 10 feet from the extremity of the roof to
the property line or assumed property line on all sides
except for street fronts may have Class C roof coverings
which comply with U.B.C. Standard No. 32-7 and roof
of No. 1 cedar or redwood shakes and No. 1 shingles
con-structed in accordance with Section 3203 (g),
Special Purpose Roofs. Skylights shall be constructed
as required in Chapter
34.Penthouses shall be constructed as required in
Chapter
36.For use of plastics in roofs, see Chapter
52.For attics, access, and area, see Section
3205.For roof drainage, see Section
3207.For solar energy collectors located above or upon
a roof, see Section
