86 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING SECTIONS 10.34.
040 AND 10.42.070 CONCERNING VEHICULAR
PARKING ON PUBLIC STREETS AND PARKING
LOTS.WHEREAS, the Presiding Judge of Central Orange
County Municipal Court, at the City council's request, has
established different bail for persons who violate the one-
hour vehicular parking requirements in Plaza Square and in
the one-hour parking zones elsewhere in
the City; and WHEREAS, The Council has
determined that Section 10.30.040 of the Orange Municipal Code shall
be amended to establish overtime parking in Plaza Square
and elsewhere in the City as two
separate offenses; and WHEREAS, Section 10.42.070 provides that
it is unlawful to park across any line separating parking
spaces on parking lots owned or controlled by
the City; and WHEREAS, the Council has determined
that this prohibition should also include Plaza Square and the parking
lots of the Orange Unified School District where parking
spaces are often scarce and the Orange Police
Department
has enforcement responsibility.THE CITY COUNCIL OF THE CITY OF

ORDAINS AS
FOLLOWS:Section I:Section 10.34.040 of the Orange
Municipal Code is hereby amended to
read as follows:10.3~.040 One-Hour
Parking-Generally. A. No person shall stop or park a vehicle
longer than one hour during designated hours of any day,
except Sundays and holiday, in anyone-hour parking
zone, other than in Plaza Square.B. No person shall stop
or park a vehicle longer than one hour during designated
hours of any day, except Sundays and holidays, in
Section II:
A. The title of Chapter 10.42 of the Orange Municipal
Code is hereby amended to read as follows:

OFF-STREET PARKING LOTS AND PLAZA
SQUARE B. Section 10.42.070 of the Orange Municipal Code
is hereby amended to read as
follows:10.42.070 Off-Street Parking Lots and
Plaza Square Parking Requirements. It ~s unlawful ~n any
public parking lot owned or under the control of the City or
the Orange Unified School District or in Plaza Square to park
or stand any vehicle across any line separating parking spaces,
or to park or stand any vehicle in such a position that
it shall not be entirely within one
parking space.
Section III:A summary of this Ordinance shall be published
and a certified copy of the full text of this Ordinance
shall be posted in the Office of the City Clerk at least
five (5)days prior to the City Council meeting at which
this Ordinance is to be adopted. A summary of this Ordinance shall
also be published once within fifteen (15) days after this
Ordinance's passage in the Orange City News, a newspaper
of general circulation, pUblished and circulated in the City
of Orange.The City Clerk shall post in the Office of the City
Clerk a certified copy of the full text of such
adopted Ordinance along with the names of those City Council
members voting for and against the Ordinance in accordance
with Government Code Section 36933. This Ordinance shall take
effect thirty 30) days from and after the date of its
final passage.ADOPTED this 21st day of
