ADDING SECTION 13.60.015 CONCERNING
CHANGING SANITATION AND SEWAGE CHARGES BY
RESO-LUTION AND AMENDING SECTION 13.60.
020 TO REVISE CERTAIN SANITATION AND
SEWAGE
CHARGES.THE CITY COUNCIL OF THE CITY OF ORANGE ORDAINS
AS
FOLLOWS:Section
I:Amend Chapter 13.60 of the Orange Municipal Code
by adding Section 13.60.015 to read as
follows:13.60.015 Charges - Changes by Resolution. Charge
adjustments shall be subject to recommendation by the City
Manager and approval by the City Council. The charges
listed in Sections 13.60.020 and 13.60.030 may be changed by
resolution of the City Council.
Section II:
Amend Section 13.60.020 in its entirety to read as
follows:
13.60.020 Charges in Connection with Sanitation and
Sewage System. The City furnishes to its residents services
and facilities in connection with its sanitation and sewage
system, and other services to provide a clean and healthful
environment. For such services and facilities, the follow-
ing charges are fixed to premises to which a sewer main is
available:
A. Single-family dwelling, $5.42 per
month.B. Single-family dwelling units in any
duplex, double house, and other buildings containing
only single-family dwelling units, $5.
42 per month.C. Apartment house, $4.60 per unit
per month where bin service is utilized; $5.42 per unit per
month where bin service is not utilized. When the Director
of Public Works determines that it is not reasonably possible
to place a trash bin at an active water meter service
for a building generating trash in excess of five
45-gallon containers per week, the charge of each unit
of such multiple-family build-ing shall be an
D. Hotel, motel, bungalow court, or auto court, $4.60
for each dwelling unit therein with cooking facilities where
bin service is utilized; $5.42 per unit per month where bin
service is not utilized.
E. Hotel, motel, bungalow court, or auto court, $.95
per month for each dwelling unit with private toilet facilities
only, other than a dwelling unit described in Subsection D
above.
F. For each water closet in any hotel, motel, bungalow
court, or auto court other than a water closet in any
dwelling unit in Subsection D and E hereof, the sum of $4.60
per water closet where bin service is utilized; $5.42 per
month where bin service is not utilized.
G. Rooming house, $5.42 per month, together with $.95
per month for each rented room.
H. Clubhouse, equipped with sanitary plumbing
facilities, $4.60 per month for one water closet where bin
service is utilized; $5.42 per month where bin service is
not utilized, and $.95 per month for each additional water
closet.
I. For each office situated in any building where bin
service is utilized, $4.60 per month; where bin service is
not utilized, $5.42 per month.
J. Trailer camps or trailer parks, $5.42 per month
for each trailer space; provided that if any such trailer
camp or trailer park utilizes bin service, rate shall be
4.60 plus $.95 per month for each trailer space.
K. For all other premises not specifically mentioned
in this Section where such premises are occupied by one or
more person, or is used for commercial, professional,
manufacturing or processing purposes with sanitary plumbing
facilities, where bin service is utilized, $4.60 per month;
where bin service is not utilized, $5.42 per month, plus
95 per month for each additional water closet.
L. For condominiums
water meters and utilizing
unit; where bin service is
or townhouses with individual
bin service, $1.87 per month per
not utilized, $5.42 per month.

Section II:
A summary of this Ordinance shall be published and a
certified copy of the full text of this Ordinance shall be
posted in the Office of the City Clerk at least five (5)
days prior to the City Council meeting at which this
Ordinance's passage in the Orange City News, a newspaper of
general circulation, published and circulated in the City of
Orange. The City Clerk shall post in the Office of the City
Clerk a certified copy of the full text of such adopted
Ordinance along with the names of those City Council members
voting for and against the Ordinance in accordance with
Government Code Section 36933. This Ordinance shall take
effect thirty (30) days from and after the date of its final
passage.
