84 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE ADOPTING THE UNIFORM
BUILD-ING CODE, 1979 EDITION, AND APPENDIX,
AND THE UNIFORM BUILDING CODE STANDARDS,
1979 EDITION, BOTH BY REFERENCE PROVIDING
FOR FIRE, LIFE AND STRUCTURAL SAFETY
ASPECTS OF ALL BUILDINGS AND RELATED
STRUCTURES,AND WITH CERTAIN AMENDMENTS, AND
FIXING PENALTIES FOR
VIOLATION.WHEREAS, Health and Safety Code Section 17922 provides
for the adoption of certain uniform building and housing codes;
and WHEREAS, said State law provides that local governments
shall impose substantially the same requirements as provided by
State law in regard to such uniform building and housing codes;
and WHEREAS, the City Council of the City of Orange desires
to provide for the adoption of more recent editions of such
uniform building and housing
codes.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE
DOES ORDAIN AS
FOLLOWS:Section
I:Sections 15.04.010 through 15.04.100 of the Orange
Municipal Code are hereby
repealed.Section
II:Chapter 15,04, Sections 15,04.010 through 15,04,080 are
hereby added to the Orange Municipal Code to read as

Standards.Violation--Penalty,15.04,010 Adoption. The Uniform Building
Code, 1979 Edition,Chapter 70 of appendix, and Uniform Building
Code Standards, 1979 Edition, published by the International
Conference of Building Officials, with the changes, additions and deletions
set forth in Sections 15,04.020 through 15.04.070 are adopted
required copies are on file in the office of the City Clerk for the
use and examination of the public.
15,04.020 Modification Of Uniform Building Code. Uniform Build-
ing Code, 1979 Edition, as adopted in Section 15,04,010 is adopted
with the changes and additions as set forth in Sections 15,04,030
through 15,04.080.
15,04,030 Section 103 Amended. Section 103 is amended
by adding the following paragraph: "The Building Official may
exempt incidental structures and improvements of a minor nature
from the application of this code,"
15.04,040 Adds (f) to Section 304. The following subsection (f)
is hereby added to Section 304: "Investigation Fee. A fee of
twenty-five dollars ($25) may be charged by the Building
Official for any investigation of a building, structure, work
reports,certification, or any other related work requested by an owner or
his agent.
If 15.04.050 Chapter 38 Fire-Extinguishing Systems, For
the purpose of this chapter, the Fire Marshal shall be responsible for
plan review,permit issuance, fee collection and inspection of
fire suppression systems such as fire sprinklers, fixed systems installed
in grease hoods and halon systems and detection systems which sense
smoke, fire,heat or products
of combustion.15.04.060 Section 7005 Amended. The
following subsection,Building Official", is added to Section 7005: "
Building Official:For the purpose of this Chapter only, the Building
Official shall mean the City Engineer or his

such person and every day or portion thereof during which any violation
of any of the provisions of this Code is committed,
continued, or permitted, and upon conviction of any such violation
such person shall be punishable by a fine of not more than
five hundred dollars ($500),or by imprisonment for not more than six months (
6), or by both
such fine and imprisonment,ORD

other appropriate civil remedy,
Section III:
A summary of this'Ordinance shall be published and a certified
copy of the full text of this Ordinance shall be posted in the Office
of the City Clerk at least five (5) days prior to the City Council
meeting at which this Ordinance is to be adopted, A sunwary of this
Ordinance shall also be published once within fifteen (15) days after
this Ordinance's passage in the Orange City News, a newspaper of
general circulation, published and circulated in the City of Orange,
The City Clerk shall post in the Office of the City Clerk a certified
copy of the full text of such adopted Ordinance along with the names
of those City Council members voting for and against the Ordinance
in accordance with Government Code Section 36933, This Ordinance
shall take effect thirty (30) days from and after the date of its
final passage,
