ORD-36-83 CONCERNING ENFORCEMENT OF CERTAIN TRAFFIC LAWS AND PARKING REGULATIONS ON PRIVATE PROPERTY129 ORDINANCE NO. 36- 83 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING CHAPTER 10.18 OF THE ORANGE MUNICIPAL CODE BY REVISING SECTION 10.18.0l0(D)(3) CONCERNING ENFORCEMENT OF CERTAIN TRAFFIC LAWS AND PARKING REGULATIONS ON PRIVATE PROPERTY.WHEREAS, the Tishman West Management Corporation requested that the Parking Master Plan for "The City" shopping center be revised; and WHEREAS, the City of Orange enforces certain traffic and park-ing regulations on the streets and parking lots of this privately-owned commercial establishment; and WHEREAS, a public hearing was held on August 23, 1983, in accordance with California Vehicle Code Sections 21107.6 and 21107.8; and WHEREAS, the City Council, after hearing testimony related thereto, approved the proposed revision of the Parking Master Plan of "The City" and authorized filing a map evidencing same with the City Clerk.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS FOLLOWS:SECTION I:Section 10.18.010(D)(3) of Chapter 10.18 of the Orange Munici-pal Code is hereby amended as follows:3. On the basis of engineering and traffic surveys,prima facie speed limits are established on those privately-owned and maintained roads in that commercial complex known as " The City,"and the roads and the regulations affecting them are more specifically set out on a map on file in the Office of the Clerk and on those privately-owned and maintained roads in that commercial complex known as the "Orange Mall," and the roads and regulations affecting them are more specifically set out on a map on file in the Office of 130 SECTION II: A summary of this Ordinance shall be published and a certified copy of the full text of this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior to the City Council meeting at which this Ordinance is to be adopted. A sum- mary of this Ordinance shall also be published once within fifteen 15) days after this Ordinance's passage in the Orange City News, a newspaper of general circulation, published and circulated in the City of Orange. The City Clerk shall post in the Office of the City Clerk a certified copy of the full text of such adopted Ordinance along with the names of those City Council members voting for and against the Ordinance in accordance with Government Code Section 36933. This Ordinance shall take effect thirty (30) days from and after the date of its final passage.
