happening of either of said events, this Urgency Ordinance
shall become null and
void without
further action of the City Council.SECTION III The reasons for
the urgency of this Ordinance are as follows:The
City's trash contractor has experienced significant cost increases. These
increases in costs necessitates an increase in the sum paid by the City
to the trash contractor and, therefore, an increase in the sanitation charge
paid by all property owners in the City.In order to cover these
increased costs, the City and the City IS trash contractor agree
that the contractor's increase in charges shall be effective as of February
8, 1983, and that certain sections of Title 13 of the Orange Municipal Code
shall
increase the sanitation and sewage charges which the City charges. It
is impossible for the City Council to adopt a regular ordinance which
could become effective at once; therefore, the necessity for this
Urgency Ordinance.
Unless an urgency Ordinance can become effective on February 15, 1983,
it shall be necessary to increase the sanitation charge in a greater
amount in order to permit the City's trash contractor to cover increased
costs. An Ordinance enacted pursuant to the regularly established procedure
would require five or six weeks from the day it was first introduced
to become effective.
THEREFORE, pursuant to the procedures of Section 36937 of the
California Government Code, the City Council of the City of Orange hereby
enacts this Ordinance as an urgency measure to become effective on
February 15, 1983, in order to protect the public health, safety and
welfare until the time the permanent ordinance becomes effective.
