82 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING SECTIONS 13.60.
020,13.60.030, AND 13.60.040 OF THE
ORANGE MUNICIPAL CODE BY INCREASING THE
SANI-TATION AND SEWAGE SYSTEM CHARGES FOR
THE VARIOUS IrYPES OF OCCUPANCIES AND
SER-VICES MORE PARTICULARLY DESCRIBED IN
THE AFOREMENTIONED
SECTIONS.WHEREAS, on August 31, 1982, the County of Orange Board
of supervisors took action implementing a requirement for the
payment of gate fees at County landfill sites and transfer stations;
and WHEREAS, said requirement will cause residents, merchants,
and entrepreneurs in Orange to pay approximately $700,000 in
additional refuse pick-up
charges; and WHEREAS, the said County gate fees of $4.90 per ton
at the landfills and $8.50 per ton at the transfer stations
shall become effective on October II,
1982; and WHEREAS, the aforementioned payment of gate
fees necessitates the increase of sanitation and sewage charges for the
various types of occupancies and services more particularly described
in Sections 13.60.020, 13.60.030, and 13.60.040 of the Orange Municipal
Code; and WHEREAS, the City Council has determined that Chapter 13.
60 should be amended as soon as possible to make provisions for
increased charges to pay for said
gate fees.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ORANGE DOES ORDAIN
AS FOLLOWS:
SECTION I:Sections 13.60.020, 13.60.030, and 13.60.040 of
the Orange Municipal Code shall be amended
as follows:13.60.020 Charges in connection with sanitation
and sewage system. The City furnishes to its re~ide~ts
services.and facilities in connection with its sanltatlon and
sewage system,and other services to provide a clean and he~lthful
environme~t.For such services and facilities, the followlng charges are
f~xed to premises to which a sewer main
is available:A. Single-family dwelling, $4.
24 per month;B. Single-family dwelling units,in any d~plexl

C. A~artment house, $4.24 per month for each apartment unit.
When the D~rect~r of Public Works determines that it is not
reasonably.poss~ble to place a trash bin at an active t
meter serv~ce f~r a building generating trash in exces:aO~rfive
45-9~11on co~ta~ne7s ~er week, the charge for each unit of
such mult~ple-farn~ly bu~ld~ng shall be an additional $4.24
per month;D. Hotel, motel, bungalow court, or auto court, $4.
24 per month for each dwelling unit therein with
cooking facilities;E. Hotel, motel, bungalow court, or auto court $.86
per month for each dwelling unit with private toilet facilitie~
only, other than a dwelling unit described in Subsection
D above;F. For each water closet in any hotel, motel,
bungalow court,or auto. court, other than a water closet in any dwelling
unit in subsect~ons D and E hereof, the sum of $4.24
per month;G. Rooming house, $4.24 per month, together with $.
86 per month for each
rented room;H. Clubhouse equipped with sanitary plumbing facilities, $
4.24 per month for one water closet, and $.86 per month for
each additional
water closet;I. For each office situated in any building other than
an office building, $4.24
per month;J. Trailer camps or trailer parks, $4.24 per month
for each trailer space; provided, that if any such trailer camp
or trailer park disposes of its own trash, then the rate shall be only $.
86 per month for each
trailer space;K. For all other premises not specifically mentioned
in this Section where such premises is occupied by one or more
persons, or is used for comn1ercial, professional, manufacturing,
or processing purposes with sanitary pI umbing facilitIes, $4.24 per month
for one water closet and $.86 per month for each additional
water closet;L. For condominiums or townhouses with individual
water meters and utilizing bin service, $.30
per month.13.60.030 Trash disposal contractor--charges.
The city's trash disposal contractor may charge for
other than regular residential service in accordance with

industrial unit to which a sewer main is not available where such premises
is occupied by one or more persons or is
used for professional, commercial, manufacturing, or processing purposes, charges
shall be $
3.94 per month.SECTION II:A summary of this Ordiance
shall be published and a certified copy of the full text of this
Ordinance shall be posted in the Office of the City Clerk at least five (
5) days prior to the City Council meeting- at which this Ordinance
is to be adopted. A sununary of this Ordinance shall also
be published once within fifteen (15)days af.ter this Ordinance's passage
in the Orange City News, a newspaper of general
circulation, published and circulated in the City of Orange. ~le City Clerk shall
post in the Office of the City Clerk a certified copy of
the full text of such adopted Ordinance along with the
names of those City Council members voting for and against
the Ordinance in accordance with Government Code Section 36933. This
Ordinance shall take effect (30) days from and after
