ORD-16-82 ESTABLISH REGULATIONSFOR SPECIAL PAGEANTSORDINANCE NO. 16- 82 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORANGE ADDING SECTION 5.72. 075 TO THE ORANGE MUNICIPAL CODE TO ESTABLISH REGULATIONS FOR SPECIAL PAGEANTS.WHEREAS, the City Council of the City of Orange has established regulations for parks; and WHEREAS, the City Council of the City of Orange finds that many of the regulations for parks are also necessary for special pageants; and WHEREAS, the City Council of the City of Orange desires,pursuant to the police power, to establish appropriate regulations for conduct at special pageants that will pro-vide for the preservation of the public health and safety.NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ORANGE AS FOLLOWS:Section I:Section 5.72.075 is hereby added to the Orange Muni-cipal Code to read as follows:5.72.075 Prohibited Acts. It shall be unlawful,within the limits of any special pageant for any person to do any of the following:1. To allow any animal or fowl of any kind to be at the special pageant, provided, however, the City Council may grant permission to any such person to conduct animal shows,rides or carnivals having animals, under such conditions as the Council may determine; such conditions shall be for the purpose of protecting the special pageant against damage,and to assure cleanliness, to protect the City against liability for injuries to persons and damages to property,and for the preservation of the public health and safetYi 2. Ride or drive any horse or other animal; or propel any vehicle or automobile except in designated areas; or ride, drive, propel, or self-propel a skateboard, scooter,wagon, bicycle, tricycle or similarly wheeled device;3. Carry any knives, firearms, fireworks, airgun or slingshot;4. Cut, break, injure, deface, or disturb any tree,shrub, plant, rock, building, cage, pen, monument, fence,bench, or other structure, apparatus or property; or pluck,pull up, cut, take or remove any shrub, bush, plant, or flower: or mark or write upon, paint, or deface in any manner, any building, monmnent, fence, bench or other struc-ture;5. Wash dishes or empty salt water or other waste liquids elsewhere than in the sinks provided for such 6. LeaVe garbage, cans, bottles, papers or other re- fuse elsewhe re than in receptacles provided therefore i 7. Indulge in riotous, boisterous, threatening, or indecent conduct; 8. Distribute any handbills or circulars, or post, place or ere ct any bills, . notice, paper, or advertisingdeviceormatterofanyk~nd, except at booths authorized by the Ci tYi 9. Sel.l or offer for sale any merchandise, article, or thing wha. tsoever except at booths authorized by the Ci tYi 10. Practice, carryon, conduct or solicit for any trade, occupation, business or profession or circulate any petition of whatsoever kind or character without permission of the Council, except at booths authorized by the City; 11. Remain, stay or loiter in any special pageant be- tween the hours of 11:00 p.m. and 7:00 a.m. unless authorized by the citYi 12. Participate in, aid, or organize any assembly, exhibi tion,. festival, musical program, parade, rally, show, or make any speeches, unless a permit has been obtained from the City Councilor Ci ty Manager and unless such permit is in the posse ssion of the person in charge of such activity; 13. For any male person over eight years of age to enter or use any toilets or restrooms for women in a special pageant or for any female person over eight years of age to enter or use any toilets or restrooms for men in a special pageant; 14. Parking, leaving or standing, or causing to be parked or causing to be left standing, any vehicle whatso- ever any pl ace in the special pageant designed and marked by the Chief of Police as places where parking is prohibited. Section II: A summary of this Ordinance shall be published and a certified copy of the full text of this Ordinance shall be posted in the Office of the Ci ty Clerk at least five (5) days prior to the City Council mee ting at which this Ordinance is to be adopted. A summary of this Ordinance shall al so be publ ished once wi thin fifteen (15) days after this Ordinance's passage in the Orange City News, a newspaper of general circulation, publ ished and circulated in the Ci ty of Orange. The Ci ty Clerk shall post in the Office of the Ci ty Clerk a certified copy of the full text of such adopte d Ordinance along wi th the names of those Ci ty Council members voting for and against the Ordinance in accordance with Government Code Section 36933. This Ordinance shall take effect thirty (30) days from and after the date of its final passage. ADOPTED this 13th day of 1982.
