ORDINANCE NO. 15-
82 AN INTERIM ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF ORANGE ADOPTED AS AN
URGENCY MEASURE PROHIBITING THE CONVERSION OF
ANY MOBILE HOME PARK 110 ANY OTHER USE
PENDING COMPLETION OF A STUDY ON THE
APPROPRIATE LAND USE PROVISIONS WHICH SHOULD BE
APPLIED TO ALL MOBILE HOME
PARKS.WHEREAS, the Planning and Development Services staff of
the City of Orange, pursuant to direction of the City Council,
has heretofore undertaken a study of mobile home parks in the City
of Orange and the zoning applicable to each of these mobile
home parks;
and WHEREAS, the purpose of the aforementioned study is to
deter-mine whether and to what extent any of the properties within
the City devoted to mobile home park use should be rezoned to
the Mobile Home Park Zone;
and WHEREAS, this study has not yet been completed;
and WHEREAS, prior to the completion of this study, it is
desir-able to prohibit the conversion of properties now devoted
to mobile home park use prior to the completion of the
aforementioned study and prior to a determination of whether any of the
afore-mentioned mobile home park property should be reclassified to
the Mobile Home Park
Zone.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE
DOES ORDAIN AS
FOLLOWS:SECTION
I:That any property located within the boundaries of the City
of Orange devoted to the use and operation of mobile home
park activities shall not be converted to any other use after
the effective date of this o~dinance.unless such property
has previously received approval by the City to change said
mobile home park use to another
use.SECTION
II:The herein described ordinance shall continue in full
force and effect for a period of One Hundred and Twenty (120) days
from the effective date of this ordinance, or until an
ordinance resulting from the present study of mobile home parks and
zoning applicable thereto has been completed, whichever date
occurs
first.SECTION
III:The reasons for the urgency of this ordinance are as
follows:A study has been commenced by the Planning and
Development Services staff, pursuant to the direction of the City Council,
to examine mobile home parks within the City of Orange and the
zoning applicable to these parks. This study has not been completed
and yet applications are now pending or may be filed in the
immediate future to convert, to other than mobile home park uses,
existing obile home parks within the City. Unless this urgency
ordinance 1S enacted prohibiting such activity of conversion of mobile
home parks, the danger exists that further erosion of mobile home
park

use and further loss of one of the affordable housing types in the
City will occur prior to the completion of the aforementioned
mobile home park and zoning study. Unless the herein described
urgency ordinance is enacted to become effective immediately, the
effectiveness of the planning effort and study of mobile home
parks now being conducted could be destroyed.
Therefore, pursuant to the procedures of Section 65858 of the
Government Code, the City Council of the City of Orange hereby
enacts this interim ordinance as an urgency measure in order to
protect the public health, safety and welfare during the deliber-
ation and public hearings on the question of the conversion of any
mobile home park to any other use pending completion of a study of
mobile home parks in the City of Orange and the zoning applicable
to each of these mobile home parks.
