ORD-34-81 CONCERNING VEHICULAR PARKING IN THE CIVIC CENTER AREAORDINANCE NO. 34-81 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ORMTGE AMENDING TITLE 10 OF THE ORANGE MUNICIPAL CODE BY ADDING SECTION 10.12.070 TO CHAPTER 10.12 AND SECTIONS 10.24.080 AND 10.24.090 TO CHAPTER 10.24 CONCERNING VEHICULAR PARKING IN THE CIVIC CENTER AREA. WHEREAS, the Civic Center Parking Lots on the north and south sides of Almond Avenue between Grand and Center Streets are going to be reconstructed; and WHEREAS, it is essential that when they become operational again that there be maximum utilization of those areas to ensure adequate parking for employees and for persons conducting business in the Civic Center; and WHEREAS, it is necessary that there shall be adequate regulations to provide reasonable control of vehicular parking in the Civic Center area. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS FOLLOWS: SECTION I: Chapter 10.12 of the Orange Municipal Code is hereby amended by adding Section 10.12.070 to read as follows: 10.12.070 Special Permit Parking - Public Streets When spaces have been designated for special permit parking and signs are posted by the City Traffic Engineer giving notice of such special permit parking on a public street, it shall be unlawful for anyone to park any vehicle in such a space reserved for special permit parking which does not display the appropriate decal or other indicia for such special permit parking.Streets designated for special permit parking are as follows:1. East side of Grand Street between Chapman Avenue and Almond Avenue, during the hours of 7 a.m. and 7 p.m., Monday through Friday.SECTION II:Chapter 10.24 of the Orange Municipal Code is hereby amended by addingSection10.24.080 and 10.24.090 to read as follows:10. 24.080 Civic Center Parking Lots - General The two parking lots which are designated as Civic Center Parking Lots are as follows:1. Tha" t City-owned parking lot between Grand Street and Center Street, south of the Civic Center buildings and north of Almond Avenue; and 2. That City-owned parking lot between GrandStreetandCenterStreet, adjacent to the south sideofAlmond Avenue.The parking spaces on the Civic Center Parking Lots shallbedesignatedforunrestrictedparking, limited time "parking, handi-capped parking and reserved parking for designated City vehicles or city officials or employees. The City Traffic Engineer shall post signs or otherwise clearly identify saiddesignations,restrictions or time limitations for all stalls to ensure reason-able notice to persons operating vehicles on the Civic Center Parking Lots.10.24.090 Civic Center Parking Lots - Prohibited Acts It shall be unlawful on the Civic Center Parking Lots to do any of the following prohibited acts: 1. To leave any vehicle standing in a traffic aisle. 2. To park any vehicle in a limited time space for a period of time longer than that posted. ADOPTED this 10th day of November 1981. 3. To park any vehicle in a space reserved for a vehicle operated by handicapped person which does not display the appropriate decal, placard or other indicia issued by the California Department of Motor Vehicles. 4. To park any vehicle in a space reserved for a designated vehicle unless the vehicle parked is a designated vehicle. 5 · To park any vehic Ie in a space re served for a designated City official or employee unless the operator of the vehicle is the designated City official or employee. 6. To park any vehic Ie in a space re served for special permit parking which does not display the appropriate decal or other authorized indicia for such special permit parking. SECTION III: This Ordinance shall be published once within fifteen (15) days after its passage in the Orange City News, a newspaper of general circulation, published and circulated in the City of Orange, and shall take effect thirty (30) days from and after the date of its final passage.
