AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE ORANGE MUNI-
CIPAL CODE BY ADDING CHAPTER 6.12 PROTECT-
ING CANINES UTILIZED BY THE POLICE DEPART-
MENT AND PROHIBITING THE MISTREATMENT,
TAUNTING, MOLESTING, ASSAULTING, INJURING,
DISABLING OR KILLING OF ANY SUCH CANINE
vvHILE UTILIZED IN THE PERFORMANCE OF THE
FUNCTIONS OR DUTIES OF THE POLICE DEPART-
MENT OR OF ANY OFFICER OR EMPLOYEE THERE-
OF.
WHEREAS, the Orange Police Department is acquiring dogs for
law enforcement purposes and training police personnel to work
with them for maximum benefit; and
WHEREAS, a considerable investment of time and money is
involved in developing an effective dog for law enforcement
purposes; and
WHEREAS, the City Council has determined that the publicinterestshallbebestservedtodeclarethatitshallbea
misdemeanor to intentionally mistreat, taunt, disable or kill any
dog while it is utilized in the perfonnance of the functions or
duties of the police department or any employee thereof.
Chapter 6.12
THE CITY COUNCIL OF THE CITY OF ORANGE DOES ORDAIN AS FOLLOWS:
Section I:
The Orange Municipal Code is hereby amended by adding Chapter6.12 to read as follows:
Protection of Police Canines

6.12.010
6.12.020
Protection of Canines
Prohibited Conduct
6.12.010 Protection of Canines. It is the intent of the City
Council of the City of Orange to protect canines utilized by the
Police Department from interference and harm while such animals
are in use in the perfonnance of functions or duties of the Police
Department.
6.12.020 Prohibited Conduct. It shall be unlawful for any
person to willfully or maliciously tease, taunt, torment, strike,
kick, mutilate, disable, or otherwise injure, or kill, or to un-
warrantably interfere or meddle with any canine while such animal
is being utilized by the Police Department, or any officer or
employee thereof, in the performance of any function or duty of
said department, or of such officer or employee.
section II:
This Ordinance shall be published once within fifteen (15)
days after its passage in the Orange City News, a newspaper of
general circulation, published and circulated in the City of
Orange, and shall take effect thirty (30) days from and after the
date of its final passage.
