SECTION II:
The reasons for the urgency of this ordinance are as
follows:
The City's trash contractor has experienced significant cost
increases due to labor cost increases. This increase in labor
costs necessitates an increase in the sum paid by the City to the
trash contractor and, therefore, an increase in the sanitation
charge paid by all property owners in the City.
In order to cover increased labor costs, the City and the
City's trash contractor agreed that any increase in charges
should be effective as of January 1, 1980. However, due to
length of time necessary to analyze the financial data submitted
by the trash contractor and due to length of time to reach agreement
on a recommended increase, it was impossible for the City to
present a regular ordinance to be effective on January I, 1980;
therefore, the necessity of this urgency ordinance.iM"

Unless an urgency ordinance can become effective on
January 1, 1980, it shall be necessary to increase the sanitation
charge in a greater amount in order to permit the City's trash
contractor to cover increased labor costs. An ordinance enacted
pursuant to the regularly established procedure would require
five or six weeks from the day it was first introduced to become
effective.
THEREFORE, pursuant to the procedures of Section 36937 of
the Government Code, the City Council of the City of Orange
hereby enacts this ordinance as an urgency measure in order to
protect the public health, safety and welfare until the time the
permanent ordinance becomes effective.jf
