57-79 AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ORANGE AMENDING SECTIONS 9125.
3(1),9125.3(3)(d), AND 9l25.3(3)(e) OF
THE ORANGE MUNICIPAL CODE, PROVIDING FOR
COMPACT CAR PARKING SPACES TO MEET THE
REQUIREMENTS OF OFF-STREET PARKING
UNDER
CERTAIN SPECIFIED CONDITIONS.WHEREAS, the Planning Commission of the
City of Orange recommended to the City Council of the City
of Orange that revisions be made to the off-street
parking requirements of the Orange Municipal Code to allow for
parking spaces
for compact cars; and WHEREAS, the City Council of the
City of Orange directed Staff to prepare off-street
parking Code revisions to implement the proposed revisions as outlined in
the March 20, 1979
City Planning Commission transmittal; and WHEREAS, the City
Council desires to encourage the responsible use of compact car
stalls by restricting such stalls to parking facilities
associated with large commercial, office and industrial uses (i.e.,
employees and long-
term parking land uses) I and WHEREAS, the City
Council finds that long-term parking users are inclined
to responsively utilize compact car stalls due to their familiarity
of the location of such stalls, the potential
for administrative control of such parking facilities,and the
low turnover rate associated with long-term uses.NOW, THEREFORE, THE
CITY COUNCIL OF
THE CITY
OF ORANGE DOES ORDAIN AS FOLLOWS:SECTION I:Section 9125.3(1)
of the Orange
Municipal Code is amended to read as follows:1. Open parking
stalls shall be not less than nine (
9)feet wide and twenty (20) feet long.Except that
parking for compact cars may be not less than eight (8)
feet in width and sixteen (16) feet in length
if all of the following conditions are met:a)
The compact car parking stalls are clearly marked
for compact car parking with letters six (6)inches
high on the surface of the parking facility.
The compact car parking stalls shall be
located within reasonable proximity to the facility in order
to
encourage
use of the compact car parking stalls.b)c)Notice
shall be posted to direct compact cars to
the

d) Faci1iti~s with ten (10) or more parking spaces
may ~rovl.de up to twenty (20) percent of its
parkl.ng use by compact cars. Facilities with less
than ten (10) parking spaces will be required
to provide full size, nine (9) feet by twenty (20)
feet, parking spaces.
e) Utilization of compact car parking stalls to
satisfy off-street parking requirements shall
be subject to the review and approval of the
Director of Planning and Development
Services.SECTION
II:Sections 9125.3(3)(d) and (e) of the Orange Municipal
Code are amended to read as
follows:d) Twenty-five (25) feet wide for ninety (
90)
degree parking.e) Two-way aisles shall be a minimum
of
twenty-four (
24)feet.SECTION III:This ordinance shall be published
once within fifteen (15)days after its passage in the Orange City
News, a newspaper of general circulation, published and circulated
in the City of Orange, and shall take effect thirty (30)
days from and after the date
of its final passage.ADOPTED this 20th
dayof November,
