and WHEREAS, the City Council has several particular
concerns regarding condominium conversions which bear directly on
the public safety, health and welfare. These concerns include,
but are not necessarily limited to, the

conversions on the City's existing rental
stock.2. The displacement of elderly, handicapped and the lower

being received;

earlier date as the City Council may subsequently ordain.
SECTION II:
The City Council hereby directs the Director of Planning and
Development Services to hold up any consideration of any conversion

SECTION III:
The facts constituting the urgency justifying the enactment

The City of orange has been processing applications for the
conversion of multiple dwelling units to condominiums with ever-
increasing frequency. The City Council is not now fully aware
of the significance of the impact of said conversions upon the
public safety, health and welfare and, in particular, on the
housing needs of the community. The City Council desires to
examine the adequacy of present City policies, practices, standards
and local laws and to study reports presented by Staff and the

desires sufficient time to enact any measures which may be necessary
to protect the public safety, health and welfare, and to solve
these housing needs.
