FINAL City of Orange Planning Commission February 05,2024 The Planning Commission of the City of Orange, California convened on February 5,2024, al 5:30 p.m. in a Regular Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange, California. 1. OPENING/CALL TO ORDER Vice Chair Martinez called the meeting to order at 5:31 p.m. .1.1 PLEDGE OF ALLEGIANCE Commissioner Vejar led the flag salute. 1,2 ROLL CALL Present: Martinez, Veiar, Maldonado, Tucker, and McCormack Absent: Simpson, and Vazquez 2, PUBLIC COMMENTS None. 3. CONSENTCALENDAR Public Speaker: Ken Robertson, representing the Orion Senior Citizen Apartments complex, was in attendance to answer any questions related to agenda items 3.2 and 3.4. ACTION: Approved a one-year time extension for Conditional Use Permit No. 3'146-21, Major Site Plan Review No- 1047-2'l , and Desrgn Review No. 5042-21 . Page 1 of 2 3.1, Approval of meeting minutes of the City of Orange Planning Commission Regular Meeting held on January '15,2024. ACTION: Approved minutes as presented. 3.2. Approval of time extension for The Orion Senior Citizen Apartment Complex located at 1800 E. La Veta Avenue (Conditional Use Permit No. 3146-21, Major Site Plan Review No. 1047-21, and Design Review No. 5042-211. Note: Commissioner Maldonado abstained from voting on item 3.2 due to a potential conflict of interest. Planning Commission February 5, 2024 3.3. 3.4. Approval of a new self-storage facility (Batavia Self Storage) located at 630 N. Batavia Street and related CEQA determination (adoption of Mitigated Negative Declaration and associated Mitigation Monitoring Program). ACTION: Adopted Planning Commission Resolution No. PC 04-24 entifled:A Resolution of the Planning Commission approving l/ajor Site plan Review No. 1089-22, Design Review No. 5072-22, and Mitigated Negative Declaration 1BB4-22, to redevelop a 3.22-aue industrial site with a new self-storage facility and associated on-site improvements and infrastructure at 630 N. Batavia Street. Approval of a Density Bonus Housing Agreement for the construction of The Orion Senior Citizen Apartment Complex located at 1800 E. La Veta Avenue. Note: Commissioner Maldonado abstained from voting on item 3.4 due to a conflict of interest. ACTION: Adopted Planning Commission Resolution No. PC 03-24 entitled: A Resolution of the Planning Commission of the City of Orange approving a Density citizenBonus Housing Agreement for the construction of a 166-unit affordable senior apartment complex located at 1800 E. La Veta Avenue. Approval of the Consent Calendar commissioner Maldonado abstained from ltems 3.2 and 3.4 due to a potential conflict of interest. All other items were approved as presented. A motion was made by Vice Chair Martinez, seconded by Commissioner Tucker, to approve the Consent Calendar as recommended.
