PUBLIC MEETING
LOCATION: City Council Chamber, 300 E. Chapman Avenue, Orange.
Members of the public can access meetings on Spectrum Cable Channel 3 and AT&T U-

SUBJECT: DESIGN REVIEW NO. 5125-23 – HOLY SEPULCHER CEMETERY ADMINISTRATION
BUILDING
PROPERTY 7845 E. SANTIAGO CANYON ROAD (APN 093-160-45)
LOCATION: Project area is located south of the cemetery’s main gated entrance, opposite the
intersection of E. Amapola Avenue and E. Santiago Canyon Road.
REQUEST: A proposal to demolish an existing 3,000 square foot administration building and surface
parking lot and replace it with a new 13,644 square foot, two-story administration
building with office, chapel, and mortuary facilities, attached porte-cochere, new surface
parking lots, and related site improvements.
ENVIRONMENTAL
INFORMATION: The installation of the proposed administration building facility is substantially similar to
the administration facility evaluated in Initial Study/Mitigated Negative Declaration
(IS/MND) No. 1768-06 that was adopted by the City Council in August 2008, as part of
the Holy Sepulcher Cemetery master plan expansion project. A Letter of California
Environmental Quality Act (CEQA) compliance with previously adopted IS/MND No.
1768-06, dated December 5, 2023, indicates that minor modifications associated with
the installation of the new administration facility will have negligible environmental
impacts and that no further CEQA documentation is required. Therefore, the proposed
administration facility has been adequately evaluated and covered under the adopted
IS/MND. There is no environmental public review or separate environmental noticing
required.
